Ministry of Culture completes Special Campaign 5.0 focusing on institutionalization of Swachhata and minimizing pendency in the Offices

The Special Campaign is a focused initiative across the Government of India to minimize pendency in official work and institutionalize Swachhata (cleanliness) as a core organizational value.This comprehensive, time-bound drive focuses on enhancing the working environment by conducting intensive cleanliness drives, optimizing office space through the disposal of scrap material and obsolete items, and improving records management, administrative efficiency by prioritizing the accelerated redressal of public grievances, reviewing old physical and e-files for weeding, and clearing all pending references like Parliamentary Assurances and VIP communication. The 5th edition of the Special Campaign (Special Campaign 5.0) was held from 02.10.2025 to 31.10.2025. In line with the objectives of the Campaign, Ministry of Culture, along with its Attached, Subordinate, and Autonomous Organizations embraced the campaign with enthusiasm and a structured plan.

The ongoing campaign yielded significant results across key areas, demonstrating a strong commitment to efficient governance with a goal to create clean, functional, and citizen-centric office spaces that embody the spirit of good governance.

Digitization of Records

  • The Abhilekh Patal Portal (Portal for Access to Archives and Learning) which is a flagship digital initiative of the National Archives of India (NAI) under the Ministry of Culture, has recorded 1,64,806 unique visitors, 38,54,046 website hits, 32,583 registered users, 66,68,855 reference media, 32,56,722 digitized records, and 15,21,28,488 digitized pages

 

Exhibition

The National Archives of India organized an exhibition titled Sushasan aur Abhilekh 2025  as part of Special Campaign 5.0The exhibition was inaugurated by Hon ble Culture Minister Shri Gajendra Singh Shekhawat on 10th October 2025 at NAI and remained open for public viewing till 12th October, 2025.

Best Practices:

Adding a creative dimension to the SHS Campaign,2025 and Special Campaign 5.0, some of the Organizations of Ministry of Culture have undertaken the following initiatives with citizen involvement and collective action as part of good practice: –

  1.  Waste to Art Initiatives by National Council for Science Museums (NCSM) by engaging community: –

Across its network of Science Centres, National Council of Science Museums (NCSM) developed more than 50 Waste to Art installations using discarded materials, out of which more than 35 were made using e-waste, plastic scraps.

Approximately more than 2000 kg of waste, including electronic components, plastic bottles, and metal scrap, was skillfully repurposed into artistic displays.

  1. Preservation and Conservation work of Lithographs by The Asiatic Society, Kolkata

    iii.            Victoria Memorial Hall transformed the old Light and Sound Show control room into a new Museum Souvenir Shop, inaugurated on 31 October 2025:

  1.  The remains of a dead tree have been transformed into a sculpture titled Swachhanda , depicting the spirit of renewal and creativity through sustainability at Victoria Memorial Hall:

Ministry of Culture is committed to continue with the good works done during Special Campaign in order to promote and institutionalize Swachhata, and reduce pendency in all organizations.
