Commemorating Janjatiya Gaurav Varsh, the National Conclave on Adi Karmayogi Abhiyan 2025 was successfully held today at Vigyan Bhawan, New Delhi, under the aegis of the Ministry of Tribal Affairs, Government of India. The Conclave, graced by the Hon\u2019ble President of India as the Chief Guest, and guided by the vision of the Hon\u2019ble Prime Minister for tribal empowerment, brought together representatives from over 30 States\/UTs, reaffirming India\u2019s commitment to inclusive, participatory, and responsive governance.<\/strong><\/span><\/p>\n

The Conclave was also attended by the Union Minister for Tribal Affairs, Shri Jual Oram, Minister of State for Tribal Affairs, Shri Durgadas Uikey, Union Ministers of Line Ministries, State Ministers, Secretaries from the Government of India, District Magistrates\/Deputy Commissioners,Adi Karmayogis, Adi Saathis, Adi Sahyogis, and Master Trainers from across the country.<\/strong><\/span><\/p>\n

Empowering Grassroots Governance through the Adi Karmayogi Abhiyan<\/strong><\/span><\/p>\n

In her address, the\u00a0Hon\u2019ble President Smt. Droupadi Murmu\u00a0commended the Ministry of Tribal Affairs for the Adi Karmayogi Abhiyan, terming it a pioneering step toward creating an inclusive governance ecosystem that connects every tribal household with national development goals. The President emphasized that the empowerment of tribal leadership at the grassroots is central to the nation\u2019s vision of \u201cViksit Bharat@2047\u201d, and lauded the spirit of service, dedication, and participation demonstrated by field functionaries and community leaders across India.<\/strong><\/span><\/p>\n

Hon\u2019ble Union Minister Shri Jual Oram\u00a0highlighted that the Adi Karmayogi Abhiyan, launched under the visionary leadership of Hon\u2019ble Prime Minister, has become the world\u2019s largest tribal grassroots leadership mission, training over 20 lakh officials, SHG women, and tribal youth to enhance participatory governance and last-mile delivery in more than 1 lakh tribal villages.<\/strong><\/span><\/p>\n

Hon\u2019ble Minister of State Shri Durgadas Uikey\u00a0stated that the mission has ignited a nationwide movement of community-led transformation, ensuring that every tribal village becomes a hub of self-reliance, convergence, and innovation.<\/strong><\/span><\/p>\n

Shri Vibhu Nayar, Secretary, Ministry of Tribal Affairs,\u00a0highlighted that the Adi Karmayogi Abhiyan has established a platform to converge all social sectors, with a special focus on Education, Health, Livelihood, Infrastructure, and Governance, adopting a Whole-of-Government approach. He noted that the Ministry\u2019s convergence-based model aims to create sustainable pathways through governance reforms, placing the community at the core. Shri Vibhu Nayar also emphasised the importance of sustaining the cadre of Adi Karmayogi and carrying forward the spirit of\u00a0Sewa, Samarpan, and Sankalp\u00a0for generations to come.<\/strong><\/span><\/p>\n

Highlights of the National Conclave on Adi Karmayogi Abhiyan 2025<\/strong><\/span><\/p>\n

The day-long National Conclave participated by around 1200 representatives from across the country and deliberated on five thematic pillars led by Tribal Affairs and Line Ministries,\u00a0Governance & Institutional Strengthening; Education & Skill Development; Health & Nutrition; Livelihood & Entrepreneurship; Infrastructure\u00a0and discussed state-wise convergence strategies based on Village Action Plans.<\/strong><\/span><\/p>\n

The outcomes of the Conclave will be leveraged to guide policy-level reforms, update guidelines to ensure comprehensive geographical representation of the aspirations captured, and highlight technological and innovative practices suitable for replication across regions. Best practices shared by nearly 30 District Magistrates will serve as exemplary models for adoption and scaling across other States.<\/strong><\/span><\/p>\n

\"A<\/strong><\/span><\/p>\n

Driving People-Led Development<\/strong><\/span><\/p>\n

More than\u00a056,000 Tribal Village Vision 2030 Action Plans\u00a0have already been adopted through Special Gram Sabhas, and over\u00a053,000 Adi Sewa Kendras\u00a0have been established as single-window citizen service centres across 30 States\/UTs. These institutional mechanisms are supported by the\u00a0AI-enabled Adi Vaani App, facilitating real-time multilingual communication and citizen engagement. These initiatives collectively aim to empower\u00a011.5 crore tribal citizens\u00a0and enable\u00a010 lakh+ Adi Saathis and Adi Sahyogis\u00a0to act as change agents of Viksit Bharat.<\/strong><\/span><\/p>\n

The\u00a0Governance and Institutional Strengthening\u00a0session highlighted how\u00a0Adi Seva Kendras (ASKs)\u00a0integrated with\u00a0Gram Panchayats\u00a0have emerged as\u00a0grassroots convergence hubs, improving service delivery and grievance redressal for tribal citizens. States like\u00a0Gujarat\u00a0demonstrated people-centric governance through ASK Committees acting as single-window facilitation centers.\u00a0Capacity building through TRIs, as seen in\u00a0Sikkim, has enhanced local planning and data-driven decision-making. The session also emphasized\u00a0digitally enabled and participatory governance, with examples like\u00a0Tripura\u2019s digital grievance systems, ensuring transparency, accountability, and effective last-mile delivery for tribal empowerment. The session was attended by senior officials of the Ministry of Panchayati Raj, and Secretaries, selected District Magistrates of Kerala, Ladakh, Rajasthan, and Meghalaya, Gujarat, and Sikkim.<\/strong><\/span><\/p>\n

The\u00a0Livelihood & Entrepreneurship\u00a0session highlighted successful models of\u00a0community-based skilling and women-led livelihood initiatives, such as Tripura\u2019s Tribal Skill Gurukuls and Maharashtra\u2019s women-centric programs, underscoring the need for a\u00a0National Tribal Skilling Mission\u00a0through convergence of MoTA, NRLM, and MSME. States like\u00a0Odisha\u00a0showcased effective value-chain integration through\u00a0Koraput Coffee\u00a0and\u00a0Van Dhan Kendras, with recommendations to create a\u00a0Tribal Market Integration Platform\u00a0linking SHGs to e-commerce and corporate buyers. The session also emphasized\u00a0local innovation\u00a0through district-level initiatives like\u00a0Project Badlav\u00a0(Jharkhand), calling for a\u00a0Tribal Livelihood Innovation Fund\u00a0and incubation hubs at TRIs. Participants further stressed the need for\u00a0infrastructure, financing, and digital enablement, proposing a dedicated financing window and integrated planning for remote and PVTG areas. The session was attended by senior officials of the Ministry of Agriculture and Farmers\u2019 Welfare and Dept. of Animal Husbandry and Dairying, and Secretaries, selected District Magistrates of Tamilnadu, Daman and Diu, Maharashtra, Tripura, Bihar, Andaman & Nicobar, and Arunachal Pradesh.<\/strong><\/span><\/p>\n

The\u00a0Education and Skilling\u00a0session emphasized the need for\u00a0real-time data systems\u00a0and live tracking dashboards to monitor infrastructure, dropouts, and learning outcomes, addressing the lack of a functional MIS. States highlighted the urgent need to\u00a0strengthen the teacher pool\u00a0through rationalization, capacity building, and recruitment of ST and bilingual teachers for inclusive learning. Improving\u00a0physical and digital connectivity\u2014through better transport, roads, and internet access\u2014was identified as critical for educational continuity in remote tribal regions. Participants also called for a\u00a0shift in focus to classroom processes, advocating contextualized, multilingual, and culturally grounded teaching approaches that respond to intersectional challenges. The session was attended by senior officials of the DoSE&L and MSDE, and Secretaries, selected District Magistrates of Karnataka, Jharkhand, Uttarakhand, Uttar Pradesh, West Bengal, and Mizoram.<\/strong><\/span><\/p>\n

The\u00a0Health & Nutrition\u00a0session emphasized\u00a0institutional strengthening and community-driven approaches\u00a0to improve tribal health and nutrition outcomes. Key recommendations included\u00a0mainstreaming traditional healers through AYUSH, integrating\u00a0local herbal knowledge, and using data systems like\u00a0E-SUCHI (Nandurbar)\u00a0for tracking socio-economic and migration patterns. States stressed involving\u00a0SHGs for community-based nutrition supplements, creating\u00a0tribal language tutorials\u00a0for behaviour change, and establishing\u00a0centres for mental health and substance abuse. Strengthening\u00a0health sub-centres, Anganwadis, and referral systems, along with\u00a0capacity building of frontline workers, provision of\u00a0bike ambulances in hilly areas, and\u00a0dedicated Sickle Cell care units, were identified as priorities. The session also called for\u00a0youth engagement,\u00a0enhanced monitoring and research, and\u00a0additional incentives\u00a0for health and nutrition service providers. \u200b\u200bThe session was attended by senior officials of the MoHFW, and MoWCD, and Secretaries, selected District Magistrates of Andhra Pradesh, Himachal Pradesh, Goa, Jammu and Kashmir, Assam, and Chhattisgarh.<\/strong><\/span><\/p>\n

During the\u00a0Infrastructure Session,\u00a0States identified\u00a0all-weather road connectivity, particularly in the\u00a0North-Eastern region, as the foremost priority for improving access and service delivery. They emphasized the need for\u00a0upgradation and maintenance of existing infrastructure, such as toilets (Madhya Pradesh), Anganwadis (Telangana), community solar units (Tamil Nadu), MMUs, housing, and drinking water facilities. Additionally, states like\u00a0Madhya Pradesh, Nagaland, Telangana, and Jharkhand\u00a0called for\u00a0capacity building of local human resources\u00a0to manage repair and maintenance of community assets like streetlights and hand pumps, ensuring sustainability and self-reliance at the village level. The session was attended by senior officials of the MoRD, DWS, Power, Telecom, and MNRE, and Secretaries, selected District Magistrates of Madhya Pradesh, Telangana, Manipur, Nagaland, Odisha, and Lakshdweep.<\/strong><\/span><\/p>\n

Announcement of Tribal Business Conclave 2025<\/strong><\/span><\/p>\n

The event also witnessed an announcement for the upcoming\u00a0Tribal Business Conclave, scheduled for\u00a012th November 2025. The\u00a0Ministry of Tribal Affairs, in collaboration with the\u00a0Department for Promotion of Industry and Internal Trade (DPIIT)\u00a0and the\u00a0Ministry of Culture, will be organizing this national-level event to promote\u00a0tribal entrepreneurship and economic empowerment.<\/strong><\/span><\/p>\n

The Tribal Business Conclave aims to create a robust ecosystem for\u00a0tribal start-ups, artisans, producer groups, and cooperatives, fostering partnerships with industry leaders, investors, and government agencies. This initiative underscores the Government\u2019s commitment to nurturing tribal enterprise and integrating traditional wisdom with modern market opportunities.<\/strong><\/span><\/p>\n

Recognition of Best Performers \u2013 Honouring Transformative Action<\/strong><\/span><\/h3>\n

The Conclave also featured a\u00a0Recognition Ceremony\u00a0to honour outstanding performers under three flagship initiatives of the Ministry,\u00a0PM-JANMAN, Dharti Aaba Janbhagidari Abhiyan,\u00a0and\u00a0Adi Karmayogi Abhiyan. Awards were conferred to\u00a0best-performing Ministries, States, Districts, State Master Trainers (SMTs), Adi Saathis, and Adi Sahyogis\u00a0for their exemplary contributions in driving effective governance and service delivery at the grassroots level.<\/strong><\/span><\/p>\n

The Hon\u2019ble President felicitated over 45 best performers from various States and Districts with mementos and unveiled a scroll featuring more than 50 additional recognitions to honour exemplary contributions from the field. This recognition underscored the Ministry\u2019s continued commitment to\u00a0celebrate excellence, replicate successful models, and inspire innovation\u00a0across tribal regions.<\/strong><\/span><\/p>\n

Towards Viksit Bharat@2047<\/strong><\/span><\/p>\n

The National Conclave on Adi Karmayogi Abhiyan 2025 reaffirmed the Ministry\u2019s resolve to build a\u00a0responsive, inclusive, and participatory governance framework\u00a0rooted in tribal wisdom and community ownership.<\/strong><\/span><\/p>\n

By aligning the\u00a0Tribal Village Vision 2030\u00a0with national priorities, the Ministry of Tribal Affairs continues to steer a\u00a0citizen-centric movement, ensuring that every tribal village becomes an active partner in India\u2019s transformation journey towards\u00a0Viksit Bharat@2047.<\/strong><\/span><\/p>\n
