Unseasonal rains, droughts, or floods can destroy months of hard work in a matter of days. Even when crops are harvested successfully,\u00a0volatile market prices\u00a0can push farmers into distress sales, forcing them to sell at rates far below the cost of production. For small and marginal farmers, who depend entirely on agriculture for their livelihood, these risks can mean spiralling debts, loss of income, and even abandonment of farming altogether.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>This is where the Minimum Support Price (MSP) becomes a lifeline.\u00a0<em>Minimum Support Price (MSP) is a crucial mechanism through which the government supports farmers by purchasing their crops at a pre-determined price.<\/em>\u00a0For example, a wheat grower can be assured of\u00a0\u20b92,585 per quintal\u00a0for his crop (MSP for 2026\u201127), even if open-market prices dip. Similarly, a paddy farmer can sell to government agencies at\u00a0\u20b92,369\/quintal\u00a0(MSP for 2025\u201126) for common paddy. This assured price encourages farmers to invest in quality seeds and technology without fear of distress sales.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>MSP Policy and Determination<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Annually, Government announces Minimum Support Prices (MSPs) for\u00a022 mandated agricultural crops\u00a0based on the recommendations of the\u00a0Commission for Agricultural Costs &amp; Prices\u00a0(CACP), after considering the views of the concerned State Governments and Central Ministries\/Departments. In addition, MSP for Toria and de-husked coconut is also fixed on the basis of MSPs of rapeseed &amp; mustard, and copra, respectively.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image004QBUO.jpg\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>While recommending MSP, CACP considers important factors, i.e., cost of production, overall demand-supply situations of various crops in domestic and world markets, domestic and international prices, inter-crop price parity, terms of trade between agriculture and non-agriculture sector, likely effect of price policy on rest of economy and a minimum of 50 per cent as the margin over the cost of production.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Further, the\u00a0production cost\u00a0computed by CACP includes\u00a0all paid out costs such as those incurred on account of\u00a0hired human labour, bullock labour\/machine labour, rent paid for leased land, expenses incurred on use of material inputs like seeds, fertilizers, manures, irrigation charges, depreciation on implements and farm buildings, interest on working capital, diesel\/electricity for operation of pump sets etc, miscellaneous expenses and imputed value of family labour.\u00a0The cost formula used for calculating MSP is uniform for all 22 mandated crops and states. Notably, this calculation includes considerations such as family labour, acknowledging the collective efforts of entire farming households rather than solely focusing on individual farmers.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image005B2FJ.jpg\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Since 2018-19, Government has been increasing MSPs for all mandated crops in line with the Union Budget 2018-19 announcement for setting up\u00a0MSP at least 1.5 times the cost of production. This ensures\u00a0a minimum return of 50%\u00a0over the all-India weighted average cost of production for all crops.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Data on MSP: Rabi Marketing Season 2026-27 and\u00a0Kharif Marketing Season\u00a02025-26<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The Cabinet has approved the increase in the Minimum Support Prices (MSP) for all mandated\u00a0Rabi Crops for Marketing Season 2026-27 on 1<sup>st<\/sup>\u00a0October 2025. Further, the government has increased the MSP of mandated Crops for\u00a0Kharif Marketing Season\u00a02025-26\u00a0to ensure remunerative prices to the growers for their farmers over their cost of production\u00a0are estimated to be highest in case of\u00a0bajra (63%)\u00a0followed by\u00a0maize (59%),\u00a0tur (59%) and urad (53%). For rest of the crops, margin to farmers over their cost of production is estimated to be at 50%. In the recent years, Government has been\u00a0promoting the cultivation of crops, other than cereals such as\u00a0pulses, oilseeds, and Nutri-cereals\/ Shree Anna, by offering a higher MSP for these crops.<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>For Rabi crops Marketing Season 2026-27:<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>The\u00a0absolute highest increase in MSP\u00a0has been announced for\u00a0Safflower at \u20b9600 per quintal\u00a0followed\u00a0by Lentil (Masur) at \u20b9300 per quintal. For Rapeseed &amp; Mustard, gram, barley, and wheat, there is an increase of\u00a0\u20b9250 per quintal, \u20b9225 per quintal, \u20b9170 per quintal and \u20b9160 per quintal respectively.<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>The\u00a0highest\u00a0expected margin over All-India weighted average cost of production is 109% for wheat, followed by\u00a093% for rapeseed &amp; mustard; 89% for lentil; 59% for gram; 58 percent for barley; and 50% for safflower. This increased MSP of rabi crops ensures remunerative prices to the farmers and incentivise crop diversification.<a style=\"color: #3366ff;\" name=\"_Hlk209536260\"><\/a><\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>During RMS 2026\u201327, procurement is estimated at about\u00a0297 Lakh MT, for which farmers are expected to receive approximately\u00a0\u20b984,263 crore\u00a0at the proposed MSP.<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Procurement Mechanisms<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The Government&#8217;s proactive measures have ensured enhanced procurement and timely payments to farmers, ensuring that the benefits of MSP hikes translate into tangible support. Over the years, procurement mechanisms have been strengthened, leading to greater participation by farmers across states and commodities.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><u>Cereals and coarse cereals<\/u>\u00a0are procured by the\u00a0Food Corporation of India (FCI) and designated State Agencies.\u00a0The procurement estimates for\u00a0wheat and paddy\u00a0are finalized by the Government of India in consultation with State Governments and FCI before each marketing season. It is activated when market prices of\u00a0notified pulses, oilseeds, and copra\u00a0fall below MSP during peak harvest. Eligible produce meeting\u00a0Fair Average Quality\u00a0(FAQ) standards is procured\u00a0directly from pre-registered farmers possessing valid land records\u00a0via National Agricultural Cooperative Marketing Federation of India Ltd.\u00a0(NAFED)\u00a0and National Cooperative Consumers\u2019 Federation of India Ltd.\u00a0(NCCF).\u00a0This eliminates intermediaries and safeguards farmers from distress sales.<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong><u>Continuity:<\/u><\/strong><\/span><br \/>\n<span style=\"color: #3366ff;\"><strong>During the\u00a015th Finance Commission Cycle, the Government of India has approved the continuation of PM-AASHA scheme up to\u00a02025-26.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><u>Pulses, oilseeds, and copra<\/u>\u00a0are procured under the\u00a0Price Support Scheme (PSS)\u00a0of the umbrella scheme\u00a0Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA), in consultation with the concerned State Government. Procurement is triggered when the market price of these crops falls below MSP. The main agencies for procurement under PM-AASHA are the\u00a0National Agricultural Cooperative Marketing Federation of India Ltd. (NAFED)\u00a0and the\u00a0National Co-operative Consumers\u2019 Federation of India Ltd. (NCCF).<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><u>Cotton and jute<\/u>\u00a0are procured at MSP through the\u00a0Cotton Corporation of India (CCI)\u00a0and the\u00a0Jute Corporation of India (JCI)\u00a0respectively. There is no maximum limit on the quantity of jute and cotton procured from farmers.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><a style=\"color: #3366ff;\" name=\"_Hlk209599476\"><\/a>From MSP to Atmanirbharta<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>India has witnessed significant growth in pulses production. However, Prime Minister Narendra Modi has set an ambitious goal of achieving self-sufficiency in pulses by 2027, thereby eliminating the need for imports. It has been emphasized that with the cooperation of farmers, India will become \u2018Atmanirbhar\u2019 in\u00a0pulses before December 2027.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>To achieve this, the Government announced in Budget 2025 that\u00a0100% of the state\u2019s production\u00a0of\u00a0tur (arhar), urad, and masoor\u00a0will be procured for\u00a0four years, up to 2028\u201329. In line with this commitment, the Government has also enhanced the\u00a0PM-AASHA guarantee for procurement of\u00a0pulses\u00a0at MSP from\u00a0\u20b945,000 crore to \u20b960,000 crore.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>By 25 March 2025,\u00a0a total of 2.46 lakh metric tonnes of Tur (Arhar) has been procured from farmers in five states\u00a0(Andhra Pradesh, Gujarat, Karnataka, Maharashtra and Telangana), benefitting 1,71,569 farmers.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Impact of MSP Procurement<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Pulses and Oilseeds<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image007KCD9.jpg\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The last eleven years have witnessed a remarkable turnaround in the pulses sector. Once marked by low cultivation, limited procurement, high import dependence, and elevated consumer prices, the sector now reflects higher production, greater procurement at increased MSPs, reduced import reliance, and improved price stability.\u00a0Procurement of pulses at MSP rose significantly by 7,350%, from 1.52 lakh metric tonnes during 2009\u201314 to 82.98 lakh metric tonnes during 2020\u201325.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Similarly,\u00a0oilseeds procurement at MSP increased by more than 1,500% in the last 11 years, reflecting the government\u2019s strong support for oilseed farmers.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Paddy and Kharif Crops<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image008T70K.jpg\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The procurement of\u00a0paddy\u00a0has also expanded significantly. Between\u00a02004\u201314,\u00a0procurement\u00a0stood at\u00a04,590 lakh metric tonnes, which rose to\u00a07,608 lakh metric tonnes during 2014\u201325. For\u00a014 Kharif crops\u00a0taken together,\u00a0procurement\u00a0increased from\u00a04,679 lakh metric tonnes during 2004\u201314 to 7,871 lakh metric tonnes during 2014\u201325.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>This growth is reflected in the\u00a0MSP payments\u00a0made to farmers, which for\u00a0paddy\u00a0alone\u00a0increased from \u20b94.44 lakh crore during 2004\u201314 to \u20b914.16 lakh crore during 2014\u201325. Similarly, for all\u00a014 Kharif crops, MSP payments rose from\u00a0\u20b94.75 lakh crore to \u20b916.35 lakh crore\u00a0over the same periods.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Wheat<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>During the Rabi Marketing Season (RMS) 2024-25, the Food Corporation of India (FCI) procured\u00a0266 Lakh Metric Tonnes (LMT) of wheat, surpassing previous year\u2019s procurement of\u00a0262 LMT\u00a0and well above the\u00a0188 LMT\u00a0recorded in RMS 2022-23. This achievement has helped secure the nation\u2019s food grain sufficiency.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Over\u00a022 lakh farmers\u00a0benefitted from the procurement, with about\u00a0\u20b90.61 lakh crore\u00a0directly credited to their bank accounts as payment for wheat purchased at the Minimum Support Price (MSP).<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image0091M56.jpg\" \/><\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>Foodgrains Overall<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Overall, procurement of foodgrains has grown steadily, increasing from\u00a0761.40 lakh metric tonnes in 2014\u201315\u00a0to 1,175 lakh metric tonnes in 2024-25 (from July to June). This expansion benefitted\u00a01.84 crore farmers. The expenditure incurred on procurement at MSP values\u00a0more than tripled, rising from\u00a0\u20b91.06 lakh crore\u00a0to\u00a0\u20b93.33 lakh crore\u00a0over the same period.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Farmer Benefits<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image010BNIW.jpg\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The benefits of enhanced procurement at MSP have directly translated into wider farmer coverage and higher income support. Over the same period, the MSP value\u00a0disbursed to farmers\u00a0rose significantly, from \u20b92.25 lakh crore to \u20b93.33 lakh crore.
