India Advances Toward Paperless Governance with Real-Time Digital Document Execution for e-Bank Guarantees<\/strong><\/span><\/h2>\n

Over 60 institutions like banks, NBFCs, capital market entities and corporate entities to benefit as issuance, renewal & invocation of bank guarantees can be done in few minutes rather than few days, which it currently takes<\/p>\n

The National e-Governance Division (NeGD), under the Ministry of Electronics and Information Technology (MeitY), Government of India, and National E-Governance Services Limited (NeSL), an Information Utility regulated by the Insolvency and Bankruptcy Board of India (IBBI), have entered into a landmark Memorandum of Understanding (MoU) to enhance and integrate digital document management for businesses and government entities.<\/strong><\/span><\/p>\n

The MoU was signed at the Global Fintech Fest 2025 in the presence of Director, NeGD, Shri J.L. Gupta and MD and CEO, NeSL Shri Debajyoti Ray Chaudhuri.<\/strong><\/span><\/p>\n

Through this collaboration, NeGD\u2019s cloud-based document management platform, Entity Locker- an extension of the DigiLocker initiative aimed at streamlining document issuance, storage, sharing, and verification- will integrate with NeSL\u2019s Digital Document Execution (DDE) platform. NeSL\u2019s DDE platform is a pioneering solution facilitating digital, paperless and secure execution of contracts, including electronic bank guarantees (e-BGs), which are legally enforceable in a digital form.<\/strong><\/span><\/p>\n

The MoU enables the beneficiaries and applicants of e-BGs to securely fetch and access digitally executed bank guarantees from NeSL\u2019s eBG repository directly into their respective Entity Locker accounts. This integration will foster faster, more transparent, and legally compliant digital workflows, supporting India\u2019s vision of accelerated digital governance and ease of doing business. Benefits of NeSL\u2019s e-BG include<\/strong><\/span><\/p>\n

  • Fully secure and tamper proof document<\/strong><\/span><\/li>\n
  • Faster turnaround of a few minutes compared to a few days in respect of physical BGs.<\/strong><\/span><\/li>\n
  • Issuance and all life cycle events like renewal, invocation etc happen through digital mode<\/strong><\/span><\/li>\n
  • Paperless and hence environment friendly<\/strong><\/span><\/li>\n
  • Easily verifiable through a central repository<\/strong><\/span><\/li>\n<\/ul>\n

    With this collaboration, both NeGD and NeSL reaffirm their commitment to data security and confidentiality. The partnership includes provisions for secure sharing of financial information, strict adherence to applicable laws including the Insolvency and Bankruptcy Code, 2016, and compliance with data privacy regulations.<\/strong><\/span><\/p>\n

    This alliance establishes a foundation for future associations and innovations in the digital solution space, further enhancing the efficiency of government-to-business and business-to-business digital interactions.<\/strong><\/span><\/p>\n

    Talking about the collaboration, Shri J.L. Gupta, Director, NeGD, said, “We are expecting more such collaborations with NeSL in the future. With NESL\u2019s e-stamp paper service, one can procure e-stamp paper and sign contracts in real time digitally using the e-signing facility; ensuring a seamless, paperless, and legally valid process.”<\/strong><\/span><\/p>\n

    Shri Debajyoti Ray Chaudhuri, MD & CEO, NeSL, added, “NeSL\u2019s e-BG addresses all the challenges in the traditional physical BGs. It is also easily accessible and affordable. The MoU with MeitY is a significant milestone as it would help users of our eBGs like the MSMEs, who can now access an entire bouquet of services including access of their eBGs through Entity Locker.<\/strong><\/span><\/p>\n

    National E-Governance Services Ltd (NeSL) is an Information Utility (IU), regulated by the Insolvency and Bankruptcy Board of India (IBBI) under the provisions of the Insolvency and Bankruptcy Code, 2016. It is a repository of financial information submitted by a wide spectrum of creditors with a provision for authentication by the concerned parties. NeSL\u2019s Digital Document Execution (DDE) is a unique value proposition as it provides a single platform for digital and paperless execution in 29 states.
