At the same time, it strengthens the foundation of the food processing industry. For a growing nation like India, with rising demand for both raw and processed food, efficient storage is central to maintaining year-round availability of essential commodities.\u00a0It helps\u00a0secure buffer stocks, supports the Public Distribution System (PDS), and ensures that every grain harvested contributes to national nutrition and economic growth. Under the centralized procurement system, the procurement of food grains in Central Pool is undertaken either by FCI directly or by State Govt. Agencies (SGA). Quantity procured by SGAs is handed over to FCI for storage and the cost of the food grains procured by State agencies is reimbursed by FCI.\u00a0The FCI manages this stock, storing it and subsequently issuing it for distribution through the Public Distribution System (PDS) or moving surplus stocks to other states as needed.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>FCI procures wheat, rice, and other grains at\u00a0Minimum Support Price\u00a0(MSP) to safeguard farmers\u2019 incomes and maintain adequate buffer stocks. These stocks are stored in scientifically managed warehouses and modern steel silos, ensuring quality and safety. FCI\u2019s reserves form the backbone of the\u00a0Public Distribution System (PDS), helping to stabilize prices and guarantee nationwide food security throughout the year.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>As of\u00a0July 1, 2025, the\u00a0Total Covered and CAP\u00a0Storage\u00a0Capacity\u00a0available with FCI and State agencies for the storage of Central Pool foodgrains stood at\u00a0917.83 Lakh Metric Tonnes\u00a0(LMT).<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>Covered storage capacity refers to the total quantity of foodgrains that can be stored in\u00a0fully roofed and walled structures, such as godowns, warehouses, or silos. Foodgrains in\u00a0\u2018Cover and Plinth\u2019 (CAP) storage\u00a0are stored on\u00a0elevated plinths\u00a0and\u00a0wooden crates\u00a0are used as dunnage material.<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image004SADB.jpg\" \/>\u00a0<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<ol style=\"text-align: justify;\" start=\"2\">\n<li><span style=\"color: #3366ff;\"><strong>Cold Storage Infrastructure<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The cold storage infrastructure plays a vital role in\u00a0preserving perishable commodities\u00a0such as fruits, vegetables, dairy products, meat, and seafood. These temperature-controlled facilities help maintain\u00a0freshness, quality, and nutritional value, reducing post-harvest losses. Cold chain infrastructure includes facilities for\u00a0pre-cooling, weighing, sorting, grading, packaging, Controlled Atmosphere (CA) storage, blast freezing, and refrigerated transport like reefer vans. These facilities are vital for extending the shelf life of perishable goods. The government provides significant financial assistance for setting up cold storage and cold chain projects through various schemes\/initiatives like PMKSY, AIF, etc. As of\u00a0June 30, 2025, India has 8,815 cold storages with a combined capacity of 402.18 lakh metric tonnes (MT).<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image005B04G.jpg\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<ol style=\"text-align: justify;\" start=\"3\">\n<li><span style=\"color: #3366ff;\"><strong>Decentralised Storage and the Role of PACS<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Introduced in 1997-98, this scheme allows state governments to directly procure, store, and distribute food grains themselves under the National Food Security Act (NFSA) and other welfare schemes. This encourages local procurement, saves on transit costs, and helps in distributing grains suited to local tastes. The central government funds the entire expenditure incurred by the states on these operations.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Decentralised Storage\u00a0is carried out primarily through\u00a0Primary Agricultural Credit Societies (PACS).\u00a0PACS\u00a0are the grass root level arms of the short-term co-operative credit structure. PACS deals directly with the rural (agricultural) borrowers, give those loans and collect repayments of loans given and also undertake distribution and marketing functions.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>PACS play a crucial role in this system. By creating\u00a0village-level storage capacities ranging from 500 MT to 2000 MT, PACS allow farmers to store grains close to home, minimizing losses and helping them secure better prices. Functioning as both\u00a0procurement centres and Fair Price Shops (FPS), PACS reduce transportation costs by eliminating the need to move grains from distant warehouses to FPS, ensuring greater efficiency and saving.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>To further improve PACS functioning, the government has approved a project to\u00a0computerize operational PACS\u00a0with a financial outlay of\u00a0Rs. 2,516 crores, enhancing\u00a0transparency, record-keeping, and efficiency. As of June 30, 2025,\u00a073,492 PACS\u00a0have been computerized. A total of\u00a05,937 new PACS\u00a0have been registered across the country, further expanding their reach and capacity to support farmers at the village level.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Schemes for Strengthening Storage of Foodgrains<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>A. Agriculture Infrastructure Fund (AIF)<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>AIF was launched in 2020 to strengthen agricultural infrastructure across India.\u00a0It is a\u00a0medium-long term debt financing facility\u00a0through interest subvention and credit guarantee support on loans for investment in viable projects for\u00a0post-harvest management infrastructure\u00a0and viable\u00a0farming assets. The scheme focuses on the creation of farm-gate storage and logistics facilities to help farmers store their produce effectively and sell it at better prices by minimizing post-harvest losses and reducing dependence on intermediaries.\u00a0Infrastructure\u00a0such as warehouses, cold storage, sorting and grading units, and ripening chambers enhances farmers\u2019 ability to\u00a0access wider markets\u00a0and\u00a0improve value realization, thereby\u00a0boosting their income.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>As on September 2025,\u00a0Rs. 73,155\u00a0crores\u00a0have been\u00a0sanctioned\u00a0for\u00a01.27 lakh projects\u00a0under AIF,\u00a0including thousands of warehouses and cold stores.\u00a0Project cost of these sanctioned projects is\u00a0Rs. 1.17 lakh crore.<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>B. Agricultural Marketing Infrastructure (AMI)<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>AMI scheme is a key component of the Integrated Scheme for Agricultural Marketing (ISAM). The objective of this scheme is to\u00a0strengthen agricultural marketing infrastructure\u00a0across rural India by providing financial assistance for the construction and renovation of godowns and warehouses.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image006I90Y.jpg\" \/>\u00a0<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>As of June 30, 2025, a total of\u00a049,796 storage infrastructure projects\u00a0has been\u00a0sanctioned\u00a0across\u00a027 states\u00a0in India. These projects collectively contribute to a\u00a0storage capacity\u00a0of\u00a0982.94\u00a0lakh MT\u00a0and to support these initiatives, a total\u00a0subsidy\u00a0of\u00a0Rs\u00a04,829.37 crore\u00a0has been disbursed.<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\">\n<ol style=\"text-align: justify;\" start=\"4\">\n<li><span style=\"color: #3366ff;\"><strong>Pradhan Mantri Kisan SAMPADA Yojana (PMKSY)<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>It is a comprehensive scheme designed to\u00a0build modern infrastructure\u00a0for the\u00a0food processing sector, creating a smooth and efficient supply chain from the farm gate to retail. It helps farmers get better prices for their produce, reduces wastage, and supports the goal of doubling farmers\u2019 income\u00a0especially in rural areas, increases food processing levels, and boosts exports of processed food products. Its component scheme, the\u00a0Integrated Cold Chain and Value Addition Infrastructure, supports the creation of cold chains to reduce post-harvest losses of horticultural and non-horticultural produce.\u00a0<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Since its launch, a total of\u00a01,601 projects\u00a0has been approved under various components of the\u00a0Pradhan Mantri Kisan Sampada Yojana (PMKSY)\u00a0as of\u00a0June 2025. Of these,\u00a01,133 projects are now operational or completed, creating a\u00a0processing and preservation capacity of 255.66 lakh metric tonnes (MT) per year.<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\">\n<ol style=\"text-align: justify;\" start=\"5\">\n<li><span style=\"color: #3366ff;\"><strong>Capital Investment Subsidy Scheme for Cold Storages and Horticulture Products<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>This scheme aims to promote scientific storage infrastructure and reduce post-harvest losses of perishable produce. Under the scheme, a\u00a0credit-linked back-ended subsidy\u00a0is provided at the rate of\u00a035% of the project cost in general areas\u00a0and\u00a050% in North-Eastern, hilly, and scheduled areas\u00a0for construction, expansion, or modernization of cold storages and Controlled Atmosphere (CA) storages with capacities between 5,000 MT and 20,000 MT. This initiative helps farmers and entrepreneurs improve storage, enhance shelf life, secure better prices, and strengthen the horticulture value chain.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<ol style=\"text-align: justify;\" start=\"6\">\n<li><span style=\"color: #3366ff;\"><strong>World Largest Grain Storage Plan\u00a0in Cooperative Sector Schemes for Augmentation of Storage Capacity<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The government, in\u00a0May 2023, approved the\u00a0World\u2019s Largest Grain Storage Plan in Cooperative Sector, aligned with the vision of \u201cAtmanirbhar Bharat\u201d.\u00a0The scheme involves the\u00a0creation of agri infrastructure\u00a0at PACS level, including godowns, custom hiring center, processing units,\u00a0and fair price shops\u00a0through convergence of various existing schemes of the government, such as, Agriculture Infrastructure Fund (AIF), Agricultural Marketing Infrastructure Scheme (AMI), Sub Mission on Agricultural Mechanization (SMAM) Pradhan Mantri Formalization of Micro Food Processing Enterprises Scheme (PMFME), etc.\u00a0The key objectives and outcomes of this integration include:<\/strong><\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>Promoting decentralized storage and reducing reliance on centralized procurement.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Ensuring year-round utilization of PACS godowns through assured hiring.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Improving the financial viability of PACS and enabling them to evolve as self-sustaining rural institutions.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Strengthening last-mile delivery of foodgrains and reducing post-harvest losses.<\/strong><\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\">\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Under the\u00a0Pilot Project\u00a0of this Plan, as on Aug 2025, construction of\u00a0godowns\u00a0has been\u00a0completed\u00a0in\u00a011 Primary Agricultural Credit Societies (PACS)\u00a0across\u00a011 states. Additionally, more than\u00a0500 PACS\u00a0have been identified for\u00a0new godown construction. This expansion aims to increase operational capacity and income of PACS, transforming them into multi-service centres.<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\">\n<ol style=\"text-align: justify;\" start=\"7\">\n<li><span style=\"color: #3366ff;\"><strong>Schemes for Augmentation of Storage Capacity<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\">\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Construction of Steel Silos for Modernized Storage:\u00a0The initiative aims to ensure scientific storage, reduce post-harvest losses, and strengthen food security by promoting the use of steel silos with bulk handling. This highly automated and modern method stores grains in bulk under a monitored atmosphere, using mechanized systems for loading and unloading. Such controlled conditions not only improve the preservation of food grains but also significantly extend their shelf life, making storage more efficient and reliable. Construction of Silos in Public-Private Partnership Mode:\u00a0As of\u00a0June 30, 2025, silos at\u00a048 locations with a capacity of 27.75 LMT\u00a0have been completed and put to use. Silos at\u00a087 locations with a capacity of 36.875 LMT\u00a0are under construction.
