These challenges directly translate into agricultural losses, reducing farmers\u2019 income and overall productivity. India has invested significantly in boosting farm productivity, yet\u00a0systemic pathogens\u00a0(primarily viruses) continue to pose a\u00a0major threat, causing significant yield losses. These pathogens reduce crop quantity, quality and longevity. By the time symptoms appear, it is often impossible for farmers to manage diseases in the field. Starting with\u00a0disease-free planting materials\u00a0has therefore been recognized as the most effective strategy to combat these challenges.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>To address this, the importance of preventive measures such as\u00a0ensuring high standards in seed quality and implementing clean plant programmes- have been widely recognised. Such measures not only safeguard plant health but also come with the added advantage of being free from adverse side effects. Accordingly,\u00a0on 9<sup>th<\/sup>\u00a0August 2024, the Union Cabinet\u00a0approved the Clean Plant Programme (CPP)\u00a0proposed by the Ministry of Agriculture and Farmers Welfare.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Overview: The Imperative for Clean Planting Material<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The\u00a0Clean Plant Programme (CPP)\u00a0was launched as a major initiative to provide farmers with\u00a0access to high-quality, virus-free planting material<em>.\u00a0<\/em>The National Horticulture Board (NHB) serves as an implementing and executing agency in association with Indian Council of Agricultural Research (ICAR), which oversees technical progress and facilitates capacity building. The initiative involves a significant investment of\u00a0\u20b91,765.67 crore, which also includes an Asian Development Bank approved loan of\u00a0$98 million\u00a0in December 2023.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>What is CPP?<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong><em>India\u2019s Clean Plant Program (CPP), conceptualized by the Ministry of Agriculture &amp; Farmers Welfare in collaboration with the Asian Development Bank, is a novel initiative aimed at ensuring healthy, disease-free planting material of key fruit crops. The program seeks to enhance farmers\u2019 productivity and profitability, ultimately boosting India\u2019s global competitiveness.<\/em><\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><em>The initiative has started to take its shape with the following planned developments:<\/em><\/strong><\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>9 Clean Plant Centres are to be established\u00a0across the country to ensure disease-free, productive planting material. Of these,\u00a03 will be set up in Maharashtra\u00a0at a cost of\u00a0\u20b9300 crore\u2014Pune (grapes), Nagpur (oranges), and Solapur (pomegranates).<\/strong><\/span><\/li>\n<\/ul>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>Modern nurseries are to be developed, with financial support of\u00a0\u20b93 crore\u00a0for large nurseries and\u00a0\u20b91.5 crore\u00a0for medium ones. These nurseries will provide\u00a08 crore disease-free seedlings\u00a0to farmers every year.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>International cooperation is to be undertaken\u00a0with countries such as Israel and the Netherlands for implementation of the programme.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>A national-level laboratory is to be set up in Pune\u00a0for research on original plant species under CPP.<\/strong><\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" id=\"Picture_x0020_4\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image004SB0R.jpg\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>On-Ground Actions and Progress<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The following showcase the key on-ground activities undertaken as part of CPP:<\/strong><\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>CPP Website Launch:\u00a0The official CPP website has been launched as a central hub for resources, updates, and insights to revolutionize horticulture in India.\u00a0<em>The link to the website:<\/em>\u00a0<a style=\"color: #3366ff;\" href=\"https:\/\/cpp-beta.nhb.gov.in\/\" target=\"_blank\" rel=\"noopener\">https:\/\/cpp-beta.nhb.gov.in\/<\/a><\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Hazard Analysis (HA):\u00a0A critical step in profiling viruses and virus-like agents, forming the foundation for certification and Clean Plant Centers.<\/strong><\/span>\n<ul>\n<li><span style=\"color: #3366ff;\"><strong>Grapevine:\u00a0ICAR-IARI (New Delhi) and ICAR-NRC for Grapes (Pune) surveyed\u00a0key grape-growing regions\u00a0(Maharashtra, Karnataka, Telangana, Andhra Pradesh, Tamil Nadu, Jammu &amp; Kashmir, Mizoram). A total of\u00a0578\u00a0samples were tested,\u00a0completing hazard analysis for grapevine.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Apple:\u00a0535\u00a0samples collected from Jammu and Kashmir, Himachal Pradesh, Uttarakhand, and Punjab are under testing,\u00a0with hazard analysis in progress.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Citrus:\u00a0Preparations have begun for hazard analysis, paving the way for healthier, virus-free citrus cultivation.<\/strong><\/span><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"color: #3366ff;\"><strong>Clean Plant Center:\u00a0India\u2019s first Clean Plant Center is in progress, with the bidding process for its design currently underway.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Nursery Visits:<\/strong><\/span>\n<ul>\n<li><span style=\"color: #3366ff;\"><strong><em>October 23\u201324, 2024:<\/em>\u00a0National Horticulture Board (NHB) and Asian Development Bank (ADB) officers visited\u00a0grape, pomegranate, and guava nurseries\u00a0in\u00a0Nashik and Ahmednagar (Maharashtra)\u00a0to study nursery ecosystems, design, operations, and cost structures.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong><em>November 18\u201322, 2024:<\/em>\u00a0The same team visited nurseries in\u00a0Jammu &amp; Kashmir\u00a0to evaluate apple and temperate crop cultivation practices in cooler climates.<\/strong><\/span><\/li>\n<\/ul>\n<\/li>\n<li><span style=\"color: #3366ff;\"><strong>Lab Assessments:\u00a0A step towards strengthening of diagnostic and computational capabilities<\/strong><\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Between\u00a0<em>January 16\u201320, 2025<\/em>, scientists and officials from ICAR, NHB, and ADB visited public and private laboratories across India. These visits evaluated laboratory capabilities for developing a bioinformatics pipeline for HTS data analysis under CPP.\u00a0This will help scientists more quickly and efficiently check for virus in many types of crops and better test nursery plants to keep them safe and healthy.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>From Source to Soil: \u00a0Producing Clean Planting Material<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The following diagram illustrates the\u00a0step-by-step process\u00a0of acquiring, testing, and propagating clean planting material under the CPP:<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image00551PG.jpg\" alt=\"\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>If the acquired plant material tests negative\u00a0for pathogens, it undergoes re-testing and is then used to produce and maintain disease-free mother plants. These plants provide clean planting material that is distributed through accredited nurseries to farmers.\u00a0If the material tests positive, virus elimination is carried out using therapies such as tissue culture, heat, or cryo-therapy, followed by plant propagation to ensure disease-free planting stock.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Key Benefits<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The key benefits of CPP are as follows:<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image0061UGD.jpg\" alt=\"\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><u>Farmers<\/u>:\u00a0\u00a0Access to\u00a0virus-free, high-quality planting material, for boosting crop yields and enhancing farmer income opportunities.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><u>Nurseries<\/u>: Provides streamlined certification processes\u00a0and\u00a0offers infrastructure\u00a0support, enabling nurseries to effectively propagate clean planting material and promote growth and sustainability.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><u>Consumers<\/u>:\u00a0Delivers\u00a0superior produce free from viruses, improving the taste, appearance, and nutritional value of fruits available to consumers.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><u>Exports<\/u>:\u00a0Strengthens India\u2019s position as a\u00a0leading global exporter\u00a0by focusing on higher-quality, disease-free fruits<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><u>Equity and Inclusivity<\/u>:\u00a0Ensures affordable access to clean plant material for all farmers,\u00a0regardless of landholding size or socioeconomic status; actively\u00a0engages\u00a0women farmers\u00a0in planning and implementation by providing resources, training, and decision-making opportunities; and\u00a0develops region-specific clean plant varieties\u00a0and technologies to address India\u2019s diverse agro-climatic conditions.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Alignment with other initiatives<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>CPP is set to boost India\u2019s horticultural sector while aligning with Mission LiFE and the One Health initiatives to promote sustainable and eco-friendly agricultural practices. Moreover, through\u00a0plant health management,\u00a0CPP helps farmers\u00a0adapt to climate change, as rising temperatures not only trigger extreme weather events but also influence pest and disease behaviour.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Mission LiFE (Lifestyle for Environment)<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>An India-led global mass movement to nudge individual and community action to\u00a0protect and preserve the environment. Introduced by PM Narendra Modi at\u00a0COP26 in Glasgow\u00a0on 1st November 2021, it draws from India\u2019s rich cultural heritage, which\u00a0promotes conservation of natural resources and harmony with nature. It seeks to channel the efforts of individuals and communities into a\u00a0global mass movement\u00a0of positive behavioural change.<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image007F8BW.jpg\" alt=\"\" \/><\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\">\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>National One Health Mission<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>One Health is a multidisciplinary approach that\u00a0unites human, animal, and environmental health sectors\u00a0to solve the health, productivity, and conservation challenges. In India, with its one of the largest livestock populations, diverse wildlife, dense human population, and diverse flora, there are both opportunities for coexistence and risks of disease spread. Events like the COVID-19 pandemic, Lumpy Skin Disease in cattle, and Avian Influenza highlight the need to\u00a0look beyond human health and include livestock, wildlife, and the environment. By leveraging the strengths of each sector, One Health promotes integrated and agile responses to achieve the goal\u00a0of \u2018Health and Wellness for All. The Prime Minister&#8217;s Science, Technology, and Innovation Advisory Council (PM-STIAC), in its 21st meeting, approved setting up the National One Health Mission.<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image008BIGA.jpg\" alt=\"\" \/><\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\">\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Policy Alignment: CPP and MIDH<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>The Clean Plant Programme complements the\u00a0Mission for Integrated Development of Horticulture (MIDH)- a centrally sponsored scheme, launched in 2014\u201315 for holistic growth of horticulture sector.<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>Quality planting material and micro-irrigation are among the key components under MIDH in boosting productivity of horticulture crops from\u00a012.10\u00a0MT\/ha\u00a0in 2019\u201320\u00a0to\u00a012.56 MT\/ha in 2024\u201325\u00a0(2nd advance estimates).<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image0092454.jpg\" alt=\"\" \/><\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Conclusion<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The Clean Plant Programme is progressing, with actions already in motion and planned developments set to accelerate its reach and impact. Looking ahead, CPP is set to advance further with concrete on-ground actions \u2014 including wider consultations with nurseries for certification; development of training programmes for relevant authorities, preparation of a hazard analysis protocol for citrus, diagnostic protocols for mango, guava, litchi, avocado and dragon fruit; and the release of matching-grant and cost-norm guidelines for nurseries.\u00a0CPP is no longer a vision \u2014 it is emerging as a transformative step to strengthen India\u2019s horticulture, empower farmers, and help the sector truly
