The Department of Administrative Reforms and Public Grievances (DARPG), under the Ministry of Personnel, Public Grievances and Pensions, has released the 27th edition of its monthly \u2018Secretariat Reforms\u2019 report for January 2026. The report provides an extensive analysis of the ongoing initiatives aimed at transforming governance and administration through (i) Swachhata and Reducing Pendency to Minimum Levels (ii) Increasing Efficiency in Decision Making, (iii) e-Office Implementation and Analytics,<\/strong><\/span><\/p>\n

Key Highlights of the January 2026 Report:<\/strong><\/span><\/p>\n

1. Swachhata & Reduction in Pendency:<\/strong><\/span><\/p>\n

  • Cleanliness drives were conducted successfully at 5,188 sites nationwide. Approximately 4.34 lakh sq. ft of office space has been freed, with top contributors being the Ministry of Coal (1,88,687 sq. ft), Ministry of Heavy Industries (62,129 sq. ft), etc.<\/strong><\/span><\/li>\n
  • Rs 115.85 Crore in revenue generated from scrap disposal, with significant contributions from Ministries such as Ministry of Railways, Ministry of Heavy Industry and Ministry of Coal<\/strong><\/span><\/li>\n
  • Effective record management saw 1,82,000 physical files reviewed, with 81,322 files weeded out.<\/strong><\/span><\/li>\n
  • Disposal of 5,57,852 public grievances (90.41% disposed of total), along with the disposal of 1,032 MP references, 375 state government references.<\/strong><\/span><\/li>\n<\/ul>\n

    Ministries and Departments transformed their scrap materials in useful furniture and artwork. Examples include:<\/strong><\/span><\/p>\n

    • Transformation of waste packing material into benches at National Centre for Biological Sciences, Bangalore; Department of Atomic Energy<\/strong><\/span><\/li>\n
    • Innovative \u201cWaste to Art\u201d creations at various locations; Ministry of Railways<\/strong><\/span><\/li>\n<\/ul>\n

      3. Increasing Efficiency in Decision Making and e-Office Implementation & Analytics:<\/strong><\/span><\/p>\n

      • The adoption of delayering initiatives has significantly reduced the average distinct transaction levels for active files from 7.19 in 2021 to 4.31 as of January 2026.<\/strong><\/span><\/li>\n<\/ul>\n
          \n
        • 93.81% of total files created in January 2026 are eFiles.<\/strong><\/span><\/li>\n
        • 95.29% of receipts received were e-Receipts, with 65 Ministries\/Departments achieving at least 90% e-Files adoption at remarkable levels. 15 Ministries\/Department have 100% share of e-Receipts for January 26.<\/strong><\/span><\/li>\n
        • Inter-ministerial file movements have been 4,752 files for the month of January 2026, indicating streamlined administrative processes.<\/strong><\/span><\/li>\n<\/ul>\n
