In India, as agriculture plays a pivotal role in ensuring\u00a0food and nutritional security,\u00a0it also generates significant waste during cultivation, harvesting, and processing. Inadequate management of agricultural waste has become a substantial source of environmental contamination affecting\u00a0air, soil, and water.\u00a0The country generates an estimated\u00a0350 million tonnes of agricultural waste annually,\u00a0comprising crop residues, husk, straw, and by-products from food processing activities. According to the Ministry of New and Renewable Energy, India\u2019s agricultural residues have the potential to generate over\u00a018,000 MW of power annually. In addition to energy generation, these residues can be used to produce\u00a0nutrient-rich organic fertilisers. Such fertilisers help\u00a0enhance soil health\u00a0and\u00a0reduce dependence on chemical inputs\u00a0in agriculture.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>In addition, globally, an estimated\u00a01.3 billion tonnes\u00a0of food produced for human consumption are wasted annually, while nearly one-third of biodegradable municipal solid waste is generated in household kitchens. When organic waste, such as food waste, agricultural residues, and other biodegradable municipal waste, is inadequately managed, it decomposes in landfills, releasing methane and other greenhouse gases. This contributes to air and groundwater pollution, generates noxious odours, and accelerates environmental degradation, thereby intensifying the impacts of climate change. Therefore, land use, resource utilization, and sustainable waste management solutions have become both environmental priorities and economic necessities.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Building a Circular Economy to Balance Growth and Sustainability<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image0046J5Z.jpg\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The importance of adopting a\u00a0\u201cwaste-to-wealth\u201d\u00a0approach lies in reimagining waste as a valuable resource rather than an economic burden and environmental issue. It necessitates a rethinking of material flows within the economy, emphasizing the recovery, reuse, and reintegration of value. The circular economy has emerged as the most comprehensive and scalable approach for enhancing resource efficiency across the full lifecycle of products and processes.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>At its core,\u00a0circularity\u00a0represents a systemic transformation in production and consumption patterns, aimed at minimizing the extraction of raw materials, water, and energy, while eliminating waste at every stage. This approach is guided by the principles of\u00a0the six Rs- Reduce, Reuse, Recycle, Refurbish, Recover, and Repair,\u00a0ensuring that materials remain in productive use for extended periods.\u00a0 A defining feature of this model is\u00a0\u201ctrue recycling,\u201d in which waste is converted back to its original form without compromising quality, enabling higher-value recovery and avoiding the losses associated with downcycling.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Circular economy principles offer a viable, forward-looking solution\u00a0that can help India balance between economic activity and ecological sustainability.\u00a0By 2050, India\u2019s circular economy is expected to reach a market value of $2 trillion and create 10 million jobs.<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>Realizing its potential will require\u00a0aligning economic expansion with environmental stewardship,\u00a0drawing inspiration from\u00a0nature&#8217;s efficient, regenerative recycling systems.\u00a0Such systems exemplify optimal resource use and minimal waste, thereby providing a\u00a0model for sustainable development.<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Understanding Agricultural Waste from Production to Consumption<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Agricultural waste is generated throughout the\u00a0journey from farm to food plate. It includes crop residues, animal manure, processing by-products, and effluents produced during crop cultivation, livestock rearing, post-harvest handling, and the processing of grains, fruits, vegetables, sugarcane, oilseeds, and dairy products.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image005JH2W.jpg\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Crop Residues \/ Stubble:\u00a0The agricultural waste cycle begins at the post-harvest stage, when crops leave behind residues such as stalks, straw, and stubble. A substantial proportion of this biomass is productively utilized as cattle feed, compost, biogas, mulch, or fuel. However, a significant share is still burned in situ to facilitate rapid land preparation for subsequent cropping cycles. Residue burning leads to the depletion of soil nutrients, degradation of soil health, and the emission of greenhouse gases.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>What is Biomass?<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>Biomass\u00a0refers to organic material derived from living or recently living plants and animals that can be\u00a0used as a source of energy, materials, or nutrients.<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Animal Manure, By-products, and\u00a0Carcasses:\u00a0Livestock farming constitutes a\u00a0significant source of agricultural waste,\u00a0particularly in India, where large animal populations generate enormous quantities of dung and bedding waste. In the case of a disease outbreak, the safe and timely\u00a0disposal of animal carcasses is essential\u00a0to prevent the transmission of infectious and zoonotic diseases. Therefore, proper carcass management underscores the importance of expanding infrastructure, financing, and technical capacity to ensure environmentally sound and public health-safe disposal practices.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Post-Harvest Losses:\u00a0Post-harvest losses refer to\u00a0measurable reductions in both quantity and quality\u00a0of a product. These losses can occur at any stage of the\u00a0post-harvest system. Food losses may be\u00a0quantitative, such as a decrease in weight or volume, or\u00a0qualitative, including loss of nutrients and undesirable changes in taste, colour, texture, or appearance. Better post-harvest supply chain management would minimize waste, increase real consumption, and enhance income across the economy.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Food waste:\u00a0Food waste occurs later in the value chain, including\u00a0markets, retail outlets,\u00a0and\u00a0households,\u00a0where edible food is discarded. Such wastage contributes significantly to greenhouse gas emissions. However, emerging technologies are increasingly converting food waste into value-added products, such as\u00a0engineered biochar, which has the potential to sequester carbon, enhance soil health, and remove environmental contaminants. By transforming waste into a resource, food waste management is evolving into a crucial pillar of circularity within the agriculture and food systems.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>What is Biochar &amp; Engineered Biochar?<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>Biochar\u00a0is a carbon-rich material made by heating biomass (such as crop residues or wood waste) in low-oxygen conditions. When this\u00a0biochar is engineered, it is further treated or enhanced to improve specific properties, such as soil fertility and water retention, and to improve nutrient use efficiency.<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\">\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Government Initiatives Driving Circularity in Agriculture<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The government is implementing various policies to promote circularity in agriculture and allied sectors by converting waste into valuable resources. Initiatives such as\u00a0Galvanising Organic Bio-Agro Resources Dhan (GOBARdhan)\u00a0and\u00a0Crop Residue Management\u00a0are transforming agricultural, animal, and food waste into organic manure.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image006NL3F.jpg\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Complementing these schemes, the\u00a0Agriculture Infrastructure Fund (AIF)\u00a0and\u00a0Animal Husbandry Infrastructure Development Fund (AHIDF)\u00a0support the development of infrastructure to convert agricultural waste into value. Additionally, the\u00a0Jal Shakti Mission\u00a0encourages the reuse of domestic and industrial wastewater for non-potable purposes, including agriculture, landscaping, and horticulture. All these initiatives are working towards the \u2018waste-to-wealth&#8217; approach by promoting resource recovery, reuse, and value addition across the agriculture and allied sectors.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Transforming Crop Residues and Biomass into Resources<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Galvanising Organic Bio-Agro Resources Dhan (GOBARdhan):\u00a0 The scheme brings together multiple ministries to\u00a0convert cattle dung, crop residues, and food waste into compressed biogas (CBG) and organic manure.\u00a0In 2023, the government launched the\u00a0Unified GOBARdhan Portal\u00a0to enhance transparency and functionality.\u00a0By\u00a014<sup>th<\/sup>\u00a0January\u00a02026, the scheme covered\u00a051.4%\u00a0of India\u2019s districts and had\u00a0979 operational biogas plants, indicating substantial progress in sustainable waste management. Additionally, the\u00a0Indian Council of Agricultural Research (ICAR) has developed\u00a0crop-specific guidelines\u00a0to help\u00a0farmers use biogas\u00a0slurry to enhance soil health.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Additionally, the government has eased regulations and introduced targeted incentives to enhance the scheme\u2019s impact. The inclusion of compressed biogas (CBG) in carbon credit trading, tax relief on CBG-blended fuels, and simplified norms for organic manure under the Fertiliser Control Order have accelerated biogas adoption, attracted private investment, and strengthened the national waste-to-wealth ecosystem.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Crop Residue Management (CRM): The\u00a0CRM initiative aims to reduce the open burning of crop residues by promoting\u00a0in-situ management, where residues are directly incorporated into the soil or used as mulch, and\u00a0ex-situ management, where residues are collected for composting, biogas production, or bioenergy. These practices help improve soil health, enhance farm productivity, and promote effective waste management.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Under the scheme, from\u00a02018-19 to 2025-26, Rs. 3,926.16 crore\u00a0has been released to the states of Punjab, Haryana, Uttar Pradesh, NCT of Delhi, and ICAR. During this period, the states have set up over\u00a042,000 Custom Hiring Centres (CHCs)\u00a0for crop residue management machines, and more than\u00a03.24 lakh machines\u00a0have been supplied to these CHCs and individual farmers.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Building Infrastructure to Convert Agricultural Waste into Value<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Agriculture Infrastructure Fund (AIF):\u00a0The AIF plays a key role in strengthening the agricultural value chains, including those involved in organic agriculture. Organic farmers, Farmer Producer Organizations (FPOs), Primary Agricultural Credit Societies (PACS), and agri-entrepreneurs have leveraged\u00a0AIF support to establish warehouses, cold storage facilities, sorting and grading units, and primary processing centres.<\/strong><\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>Launched in\u00a02020-21, the AIF provides medium to long-term institutional credit for the development of post-harvest infrastructure and farm-level assets.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>As of\u00a02025, the AIF has supported\u00a0545\u00a0projects related to organic input production, with loan sanctions totaling\u00a0\u20b9\u00a0850 crore,\u00a0underscoring the growing recognition of organic farming as both environmentally sustainable and economically viable.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Additionally,\u00a0\u20b966,310 crore\u00a0has been sanctioned across\u00a01,13,419 projects, mobilising total\u00a0investments of \u20b91,07,502 crore\u00a0in the agriculture sector. Major projects supported under AIF include:<\/strong><\/span><\/li>\n<\/ul>\n<ol style=\"text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>30,202 custom hiring centres,<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>22,827 processing units,<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>15,982 warehouses,<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>3,703 sorting and grading units,<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>2,454 cold storage projects, and<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>around 38,251\u00a0other post-harvest management projects,<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>along with the creation of viable community farm assets. These initiatives contribute to improved value addition, reduced post-harvest losses, and enhanced income opportunities for farmers.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Animal Husbandry Infrastructure Development Fund (AHIDF):\u00a0Launched in 2020, the Government has introduced the\u00a0AHIDF.\u00a0under the\u00a0<em>Atmanirbhar Bharat Abhiyan<\/em>, with a corpus of \u20b9\u00a015,000 crore\u00a0to strengthen infrastructure across the livestock value chain. The fund is designed to catalyse private and cooperative investments in meat and dairy processing, animal feed manufacturing, and waste-to-wealth management, thereby enhancing value addition, efficiency, and resilience in the animal husbandry sector. To embed sustainability and circularity into the dairy ecosystem, the government has initiated the formation of three\u00a0exclusive Multi-State Cooperative Societies (MSCS)\u00a0with specific objectives: &#8211;<\/strong><\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>To supply cattle feed, mineral mixtures, and\u00a0technical inputs that enhance livestock productivity.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>To promote organic manure production and sustainable waste utilization through cooperative models,\u00a0converting cow dung and agricultural waste into organic fertilizers and biogas.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>To facilitate scientific management of hides, bones, and horns of fallen animals,\u00a0ensuring responsible disposal while creating additional value streams\u00a0within the livestock sector.<\/strong><\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>This approach supports natural farming practices, promotes circularity by minimizing waste, and addresses the rising demand for environmentally sustainable soil inputs, thereby enhancing the resilience and long-term sustainability of the livestock sector.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Water Management for Sustainable Agriculture: Initiatives under Jal Shakti Mission<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The Ministry of Jal Shakti promotes the treatment and reuse of domestic and wastewater for non-drinking purposes, such as agriculture, landscaping, and horticulture, through schemes such as the National Mission for Clean Ganga, PMKSY-Watershed Development, and Jal Shakti Abhiyan.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The Ministry also focuses on water conservation and source sustainability by supporting watershed development, rainwater harvesting, revival of traditional water bodies, and groundwater recharge. These efforts improve water availability for irrigation, reduce pressure on groundwater, and encourage a resource-efficient and sustainable approach to water management in agriculture and allied sectors.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Complementing wastewater reuse initiatives, the\u00a0<em>Jal Jeevan Mission-Har Ghar Jal<\/em>\u00a0(launched in August 2019), focuses on ensuring universal access to safe and adequate drinking water in rural areas. The mission provides functional household tap water connections supplying 55 litres per capita per day of potable water, thereby reinforcing India\u2019s long-term objectives of water security and sustainable water governance.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Sustainable Development Goals (SDG)-aligned Circular Agriculture Practices<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>Circular agriculture is closely aligned with achieving the\u00a0Sustainable Development Goals (SDGs)\u00a0at the global level. It supports\u00a0SDG 2, which aims to\u00a0<em>\u201cend hunger, achieve food security, improve nutrition, and promote sustainable agriculture\u201d.<\/em><\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>In particular,\u00a0SDG indicator 2.4.1\u00a0emphasises the need for resilient farming systems that improve soil health and reduce dependence on chemical inputs. In India, practices such as composting, biochar use, and biomass recycling contribute to these objectives by enhancing soil fertility, improving productivity, and promoting environmentally sustainable agriculture.<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>Moreover, circular agriculture supports the SDGs by reducing global food waste, which reached\u00a01.05 billion tonnes\u00a0in 2022, of which 60% generated at the household level.<\/strong><\/span><\/p>\n<\/div>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Conclusion\u00a0<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>India\u2019s shift towards a circular economy in agriculture demonstrates that environmental sustainability and economic growth can be mutually reinforcing. While the scale of agricultural and food waste poses a significant concern, targeted policies, strategic infrastructure investments, and coordinated institutional action are increasingly converting waste into energy, organic inputs, water resources, and livelihood opportunities. Flagship initiatives such as\u00a0GOBARdhan, crop residue management programmes, the Agriculture Infrastructure Fund (AIF),\u00a0and the\u00a0Animal Husbandry Infrastructure Development Fund (AHIDF)\u00a0represent the potential of circular agriculture to enhance soil fertility and water security, and to strengthen farm resilience. By scaling proven interventions, strengthening local institutions, and aligning economic incentives with ecological outcomes, circular agriculture can play a pivotal role in ensuring long-term food security, climate resilience, and inclusive rural development, turning agricultural waste into a cornerstone of sustainable prosperity.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>References<\/strong><\/span><\/p>\n<\/div>\n<h2 style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Ministry of Agriculture &amp;
