Under\u00a0e-Courts Phase III starting from\u00a02023,\u00a0courtrooms and registries have begun to change in steady, visible ways.\u00a0Paper-based submissions have been progressively replaced by digital filings; cause lists are updated in real time;\u00a0video-conferencing hearings are routinely conducted; and judicial records are accessible seamlessly across the country.\u00a0\u00a0<\/strong><\/span><\/p>\n

      The integration of AI into India\u2019s judiciary is part of a steady and deliberate digital transformation, not a sudden technological leap. Over the past decade, courts have moved\u00a0from basic computerisation to nationwide digital platforms, real-time data systems, virtual courts and multilingual judgment access.<\/strong><\/span><\/p>\n

      \n

      The initial steps toward digitisation began with the\u00a0launch of the e-Courts Mission Mode Project in 2007, which focused on:<\/strong><\/span><\/p>\n

      \u2022\u00a0Computerising court records\u00a0so that case files could be stored, retrieved, and managed digitally.<\/strong><\/span>
      \n\u2022\u00a0Digitising cause lists\u00a0to allow daily case schedules to be published and updated online in real time.<\/strong><\/span>
      \n\u2022\u00a0Enabling electronic Case Information Systems (CIS)\u00a0to give courts a unified platform for tracking case progress and administrative actions.<\/strong><\/span><\/p>\n

          AI in Courtroom Transcription: Capturing the Spoken Record<\/strong><\/span><\/p>\n<\/div>\n

          One of the earliest and most visible uses of AI in the Supreme Court has been in the\u00a0transcription of oral arguments, particularly in Constitution Bench matters. Traditionally, court proceedings relied on handwritten notes, selective dictation, or post-hearing summaries.<\/strong><\/span><\/p>\n

          AI speech recognition is enabling near\u00a0real-time transcription of oral arguments, with\u00a0transcripts released on Supreme Court\u2019s official platforms\u00a0for greater transparency and record accuracy.\u00a0The system is being gradually extended to regular hearing days after successful use in Constitution Bench proceedings.<\/strong><\/span><\/p>\n

          This deployment uses\u00a0Automatic Speech Recognition (ASR), a subset of ML, trained to recognise legal vocabulary, accents, and courtroom dialogue, while final validation remains human-led.<\/strong><\/span><\/p>\n

          AI for Multilingual Justice: Translation of Judgments<\/strong><\/span><\/p>\n<\/div>\n

          Language accessibility has long been a structural barrier in India\u2019s justice system. While judgments are authored primarily in English, a large section of litigants operates in regional languages. AI has been deployed to bridge this gap through large-scale\u00a0judgment translation.<\/strong><\/span><\/p>\n

These translated judgments are hosted on the\u00a0e-SCR portal, significantly expanding public access.<\/strong><\/span><\/p>\n

          Supreme Court and High Court AI Translation Committees\u00a0oversee quality and constitutional accuracy. AI use remains assistive, with translations reviewed within judicial frameworks to support access to justice.<\/strong><\/span><\/p>\n

          AI in Filing and Registry Operations: Reducing Procedural Friction<\/strong><\/span><\/p>\n<\/div>\n

          \n

          AI is also being\u00a0deployed in court registries, where procedural scrutiny is resource-intensive. The Supreme Court Registry, with IIT Madras, has built AI tools to\u00a0flag defects in e-filings.<\/strong><\/span><\/p>\n

          \n

          These tools use\u00a0Machine Learning (ML) and Optical Character Recognition\u00a0(OCR)\u00a0to examine petitions, annexures, formatting, metadata, and compliance with filing rules. Instead of manual scrutiny alone, AI systems flag potential defects, allowing registry officials to focus on substantive checks.<\/strong><\/span><\/p>\n

          Currently, this system is in a pilot phase, with\u00a0access provided to a limited group of Advocates-on-Record for testing and feedback. The objective is not automation of acceptance, but\u00a0early detection and faster correction, reducing delays at the threshold stage.<\/strong><\/span><\/p>\n

          AI in Legal Research Assistance: LegRAA and SUPACE<\/strong><\/span><\/p>\n<\/div>\n

          AI tools have been developed to assist judges in navigating large volumes of case law without substituting judicial analysis. The\u00a0Legal Research Analysis Assistant (LegRAA)\u00a0supports\u00a0judges by analysing documents, extracting relevant legal references, and organising research material. These tools rely on NLP and ML techniques but operate strictly as\u00a0research aids, with no role in recommending outcomes or drafting judgments autonomously.<\/strong><\/span><\/p>\n

          The\u00a0Supreme Court Portal for Assistance in Court Efficiency (SUPACE)\u00a0is an AI-based system\u00a0designed to help identify relevant precedents and understand the factual matrix of cases. SUPACE remains in an experimental stage and is not yet deployed for regular judicial use.<\/strong><\/span><\/p>\n

          AI in Voice-to-Text and Dictation Support: ASR-SHRUTI and PANINI<\/strong><\/span><\/p>\n<\/div>\n

                  AI\u2019s role in the criminal justice ecosystem spanning\u00a0investigation, evidence, prosecution and adjudication\u00a0is expanding alongside structured digital reforms. By digitally\u00a0connecting police, forensics, prosecution, prisons, and courts, AI is helping address longstanding interoperability that once caused delays and information gaps.<\/strong><\/span><\/p>\n

                  AI within the Inter-operable Criminal Justice System (ICJS)<\/strong><\/span><\/p>\n<\/div>\n

                  AI-enabled tools are being layered onto the ICJS, which digitally links police, courts, prisons, forensic systems, and prosecution databases on the\u00a0principle of \u2018one data, one entry\u2019. AI assists in managing large volumes of\u00a0criminal case data, tracking procedural milestones, and improving the reliability of information exchange between agencies.<\/strong><\/span><\/p>\n

                  \n

                  For courts, this enables\u00a0faster access to verified FIRs, charge sheets, custody status and forensic reports, reducing reliance on manual files.\u00a0AI-based data handling improves consistency and timeliness\u00a0without altering evidentiary standards.<\/strong><\/span><\/p>\n

                  \n

                  The\u00a0National Automated Fingerprint Identification System (NAFIS)\u00a0has been developed to\u00a0create a centralised, searchable national repository of criminal fingerprints, comprising over 1.23 crore records. It replaces legacy systems and\u00a0ensures accurate, timely and uniform fingerprint-based identification across law enforcement agencies nationwide.<\/strong><\/span><\/p>\n

                  AI-Supported Recording of Proceedings and Evidence<\/strong><\/span><\/p>\n<\/div>\n

                  AI-enabled systems are also improving the recording and preservation of court proceedings. Daily proceedings are digitally captured within the CIS, while live-streaming of hearings in selected courts enhances transparency.<\/strong><\/span><\/p>\n

                  Applications such as\u00a0Nyaya Shruti, introduced under ICJS,\u00a0facilitate virtual appearances and testimonies\u00a0through\u00a0secure video conferencing. AI-supported voice processing ensures clarity, continuity, and accurate documentation, particularly in criminal trials involving multiple stakeholders across locations. Additionally, digital recording of evidence on platforms like\u00a0e-Sakshya\u00a0improves accuracy and reduces procedural disputes\u00a0related to record integrity.<\/strong><\/span><\/p>\n

                  Institutional Governance, Safeguards and Investments<\/strong><\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n

                  To ensure structured oversight,\u00a0the Supreme Court constituted an AI Committee, later reconstituted to strengthen its mandate. The Committee, chaired by a\u00a0sitting Supreme Court judge, oversees AI initiatives\u00a0in the judiciary such as\u00a0translation, research assistance and process automation and reviews pilots before wider adoption.<\/strong><\/span><\/p>\n

                  Most AI tools are being developed under the e-Courts Project Phase III within\u00a0Detailed Project Reports (DPRs)\u00a0approved boundaries. The\u00a0Supreme Court\u2019s eCommittee sets policy and strategy, while\u00a0High Courts handle implementation\u00a0allowing local adaptation within national standards.<\/strong><\/span><\/p>\n

                  Safeguards around data privacy, security and bias mitigation have been explicitly acknowledged by the judiciary. Dedicated\u00a0sub-committees comprising High Court judges and technical experts\u00a0have been constituted to examine secure connectivity, authentication mechanisms, and protection of judicial data.<\/strong><\/span><\/p>\n

                  In regards to Investments and capacity building, AI integration in India\u2019s judiciary is being driven by sustained government efforts in this direction. Under\u00a0Phase III of the e-Courts Project, with an outlay of \u20b97,210 crore,\u00a0funds have been earmarked for\u00a0\u201cFuture Technological Advancement\u201d\u00a0including AI, ML and blockchain.<\/strong><\/span><\/p>\n

                  Conclusion: Technology with Constitutional Temperament<\/strong><\/span><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n

                  At the end of a long cause list, a judge still pauses, listens, weighs facts and applies the law. That moment has not changed. What has changed is everything around it, the\u00a0time taken to find precedents, the effort required to sift records, the delay caused by language and logistics. AI is quietly working in these spaces, reducing friction without touching the core of judicial decision-making.<\/strong><\/span><\/p>\n

                  As India moves forward with technological reforms,\u00a0digital tools in the justice system are increasingly shaped by ideas like the democratisation of technology, ensuring access across all courts; technology for \u201cWelfare for All, Happiness for All,\u201d grounding innovation in public good; and AI for Humanity, ensuring that AI upholds dignity, fairness, and trust.\u00a0India\u2019s judiciary is integrating AI in a\u00a0balanced, constitutionally grounded manner\u00a0leveraging technology for efficiency while\u00a0ensuring human judgment remains paramount. This measured approach reinforces justice delivery without compromising constitutional values.<\/strong><\/span><\/p>\n
