Minister of India, has kindly agreed to inaugurate this Conference on 15 January 2026 in the historic Central Hall of Samvidhan Sadan, Parliament House Complex, New Delhi at 1030 justify;\"><span style=\"color: #3366ff;\"><strong>Overview of CSPOC<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The Conference of Speakers and Presiding Officers of Commonwealth (CSPOC) was created in 1969 as an initiative of then Speaker of the House of Commons of Canada, the Honourable Lucien Lamoureux.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Since its inception, Canada has provided CSPOC with a secretariat to support its activities.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>CSPOC brings together Speakers and Presiding Officers of 53 national parliaments (list enclosed) of sovereign states of the Commonwealth.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>CSPOC is an independent group with no formal affiliation with the Commonwealth Parliamentary Association (CPA), the Commonwealth Secretariat or the Commonwealth Heads of Government (CHOGM). Shri Om Birla, Hon&#8217;ble Speaker, Lok Sabha had led an Indian Parliamentary Delegation (IPD) to this conference.\u00a0<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>It was at the conclusion of the previous conference, 27<sup>th<\/sup>\u00a0edition of CSPOC hosted by the Parliament of Uganda at Kampala from 4-6 January 2024, that Shri Harivansh, Hon\u2019ble Deputy Chairman of Rajya Sabha and leader of IPD to that conference, had taken over from Uganda as the host of 28<sup>th<\/sup>\u00a0edition of CSPOC to be held in India in 2026.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Programme of 28<sup>th<\/sup>\u00a0CSPOC<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Details of the Programme are as under:\u00a0\u00a0\u00a0<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Standing Committee Meeting \u2013 14 January 2026<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The Standing Committee oversees CSPOC activities. It is composed of 15 members, with 5 members constituting a quorum.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>As the Chairperson of the 28th CSPOC, Lok Sabha Speaker will be chairing the meeting of CSPOC Standing Committee on 14 January 2026 at the Sangeeti Conference Hall in Red Fort in Delhi at 7.30 pm.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Before the meeting, there will be a show around of Red Fort for the Speakers and Presiding Officers who form part of the Standing Committee and those who would have reached Delhi by then (about 40 of them).<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>A light and sound programme has been arranged for them at the Red Fort.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Following the Standing Committee Meeting, Lok Sabha Speaker will host a dinner in their honour at the Red Fort premises at 7.30 pm.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Inauguration of 28<sup>th<\/sup>\u00a0CSPOC \u2013 15 January 2026<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The inaugural Ceremony of the 28<sup>th<\/sup>\u00a0CSPOC will be held at the historic Central Hall of Samvidhan Sadan, Parliament House Complex, New Delhi at 1030 AM.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Shri Narendra Modi, Hon\u2019ble Prime Minister of India, has kindly agreed to inaugurate this conference and deliver the keynote address on this occasion. He will also deliver the keynote Address on the topic of Special Plenary:\u00a0<em>The Role of Speakers and Presiding Officers in maintaining strong democratic institutions.<\/em><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Previous CSPOC in India<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The Parliament of India has, so far, hosted CSPOC thrice:<\/strong><\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li>\n<ul>\n<li><span style=\"color: #3366ff;\"><strong>2nd CSPOC\u00a0in New Delhi in\u00a01971.<\/strong><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">\n<ul style=\"text-align: justify;\">\n<li>\n<ul>\n<li><span style=\"color: #3366ff;\"><strong>8th CSPOC\u00a0in New Delhi from\u00a06 to 8 January 1986.<\/strong><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">\n<ul style=\"text-align: justify;\">\n<li>\n<ul>\n<li><span style=\"color: #3366ff;\"><strong>20th CSPOC\u00a0in New Delhi from\u00a04 to 8 January 2010.\u00a0Vigyan Bhawan, New Delhi was the venue of 20<sup>th<\/sup>\u00a0edition of CSPOC from 4-8 January 2010.Dr. Manmohan Singh, the then Prime Minister of India, had inaugurated the 2010 CSPOC and delivered the keynote address.<\/strong><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Reception of Delegates<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Arrangements have been made for the welcome of Speakers and Presiding Officers of Commonwealth and Autonomous Parliaments and the accompanying delegates and upon their arrival in Delhi. They will be accorded traditional welcome in accordance with our motto of\u00a0<em>Atithi Devo Bhav<\/em>.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Chairperson of CSPOC<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>At the conclusion of each Conference, when the venue of the next Conference has been agreed upon, the Speaker or Presiding Officer hosting that Conference shall assume the Chair of the Standing Committee.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Accordingly, Lok Sabha Speaker has been the Chairperson of CSPOC since the end of 27<sup>th<\/sup>\u00a0CSPOC in Uganda in January 2024.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>At the end of the 28<sup>th<\/sup>\u00a0CSPOC in Delhi on 16 January 2026, Lok Sabha Speaker will hand over the Chair of CSPOC will hand over the Chair to\u00a0The Rt Hon Sir Lindsay Hoyle, Speaker of the UK House of Commons.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>CSPOC Participants<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>CSPOC is attended by Speakers and Presiding Officers of Parliaments of 53 Commonwealth countries (<em>list enclosed<\/em>).<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>These include 23 Bicameral Parliaments and 30 Unicameral Parliaments.<\/strong><\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li>\n<ul>\n<li><span style=\"color: #3366ff;\"><strong>Total number of Speakers\/Presiding Officers &#8211;\u00a076<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Total number of Clerks\/Secretaries General &#8211;\u00a071<\/strong><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Other participants usually include\u00a0Presiding Officers of 14 semi-autonomous parliaments, Secretary General, CPA and accompanying officials.
