The Motion of Thanks on President\u2019s Address were discussed and adopted by the two Houses of Parliament after reply from the Prime Minister.<\/strong><\/span><\/li>\n<\/ul>\n<ul style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>Union Budget for the year 2025-26 was presented on Saturday, 1<sup>st<\/sup>\u00a0of February, 2025. Appropriation Bill relating to the Demands for Grants for the year 2025-26 and the Finance Bill, 2025 were passed by Lok Sabha on 21<sup>st<\/sup>\u00a0March, 2025 and 25<sup>th<\/sup>\u00a0March, 2025 respectively, which were returned by the Rajya Sabha on 27<sup>th<\/sup>\u00a0March, 2025.<\/strong><\/span><\/li>\n<\/ul>\n<ul style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>Appropriation Bills relating to Second and Final Batch of Supplementary Demands for Grants for the year 2024-25; Excess Demands for Grants for the year 2021-22 and Supplementary Demands for Grants of Manipur for the year 2024-25 and Demands for Grant on Account for the year 2025-26 in respect of the State of Manipur were also passed in Lok Sabha on 11<sup>th<\/sup>\u00a0March, 2025, which were returned by the Rajya Sabha on 18<sup>th<\/sup>\u00a0March, 2025.<\/strong><\/span><\/li>\n<\/ul>\n<ul style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>Statutory Resolution approving the proclamation issued by the President on 13<sup>th<\/sup>\u00a0February, 2025 under Article 356(1) of the Constitution in relation to the State of Manipur was also adopted in both the Houses of Parliament.<\/strong><\/span><\/li>\n<\/ul>\n<ol style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong><u>FIFTH SESSION OF THE EIGHTEENTH LOK SABHA:<\/u><\/strong><\/span><\/li>\n<\/ol>\n<ul style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>A Special Discussion on India\u2019s strong, successful and decisive \u2018Operation Sindoor\u2019 in response to terrorist attack in Pahalgam\u00a0was held in Lok Sabha on 28<sup>th<\/sup>\u00a0and 29<sup>th<\/sup>\u00a0July and in Rajya Sabha on 29<sup>th<\/sup>\u00a0and 30<sup>th<\/sup>\u00a0July, 2025.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Special discussion on India\u2019s First Astronaut aboard the International Space Station \u2013 Critical role of space programme for \u2018Viksit Bharat by 2047\u2019 was also initiated in the Lok Sabha on 18.08.2025 but due to continued disruption in the House, the discussion could not be completed.<\/strong><\/span><\/li>\n<\/ul>\n<ul style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>Statutory Resolution seeking approval for Extension of President&#8217;s Rule in the State of Manipur for a further period of six months with effect from 13<sup>th<\/sup>\u00a0August, 2025 under Article 356(4) of the Constitution of India was adopted in both the Houses of Parliament.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Demands for Grants for the State of Manipur for the year 2025-26 and the related Appropriation Bill were passed by Lok Sabha on 7<sup>th<\/sup>\u00a0August, 2025, which were returned by the Rajya Sabha on 11<sup>th<\/sup>\u00a0August, 2025.<\/strong><\/span><\/li>\n<\/ul>\n<ol style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong><u>SIXTH SESSION OF THE EIGHTEENTH LOK SABHA:<\/u><\/strong><\/span><\/li>\n<\/ol>\n<ul style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>A Special discussion on the 150<sup>th<\/sup>\u00a0Anniversary of the National Song \u201cVande Mataram\u201d was held in the Lok Sabha on 8<sup>th<\/sup>\u00a0December and in the Rajya Sabha on 9<sup>th<\/sup>, 10<sup>th<\/sup>\u00a0and 11<sup>th<\/sup>\u00a0December, 2025.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>A discussion on Election Reforms was also held in the Lok Sabha on 9<sup>th<\/sup>\u00a0and 10<sup>th<\/sup>\u00a0\u00a0 December and in the Rajya Sabha on 11<sup>th<\/sup>, 15<sup>th<\/sup>\u00a0and 16<sup>th<\/sup>\u00a0December 2025.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>A Bill replacing the Ordinance namely, the Manipur Goods and Services Tax (Second Amendment) Ordinance, 2025 (No. 2 of 2025) promulgated by the President after Monsoon Session 2025, was considered and passed by both the Houses of Parliament during this Session.<\/strong><\/span><\/li>\n<\/ul>\n<ul style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>First Batch of Supplementary Demands for Grants for the year 2025-26 and the related Appropriation Bill were passed by Lok Sabha on 15.12.2025 and returned by the Rajya Sabha on 16.12.2025.<\/strong><\/span><\/li>\n<\/ul>\n<ul style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>A Statutory Resolution on the adoption of \u201cThe Water (Prevention and Control of Pollution) Amendment Act 2024 in the State of Manipur\u201d was adopted in the Rajya Sabha on 03.12.2025.<\/strong><\/span><\/li>\n<\/ul>\n<ol style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong><u>Details of important Legislations enacted during January-December, 2025<\/u><\/strong><\/span><\/li>\n<\/ol>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>During this period, 39 Bills were passed by both the Houses of Parliament. Objectives and purposes of some of the important enactments are as follows:<\/strong><\/span><\/p>\n<ol style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>The Waqf (Amendment) Bill, 2025 focuses on improving the management of waqf properties, empowerment of stakeholders relevant to management of waqf properties, improving the efficiency in survey, registration and case disposal process, and development of waqf properties.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>The Disaster Management (Amendment) Bill, 2025 brings more clarity and convergence in the roles of different organizations working in the field of Disaster Management to strengthen the efficient working of the National Disaster Management Authority and the State Disaster Management Authorities and to empower the National Disaster Management Authority and the State Disaster Management Authorities.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>The &#8220;Tribhuvan&#8221; Sahkari University Bill, 2025 provides for establishment of &#8220;Tribhuvan&#8221; Sahkari University to provide education, training, and capacity building in the cooperative sector and undertake research and development activities in related areas.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>The Income-tax Bill, 2025 comprehensively reviewed the Income-tax Act, 1961 to make the Act concise, lucid, easy to read and understand.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>The National Sports Governance Bill, 2025 provides for the development and promotion of sports, welfare measures for sportspersons, ethical practices based on basic universal principles of good governance, ethics and fair play of the Olympic and sports movement, the Olympic Charter, the Paralympic Charter, international best practices and established legal standards and to provide for the resolution of sports grievances and sports disputes in a unified, equitable and effective manner and for matters connected therewith or incidental thereto.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>The Promotion and Regulation of Online Gaming Bill, 2025 provides for promotion and regulation of the online gaming sector including e-sports, educational games and social gaming and to provide for the appointment of an Authority for coordinated policy support, strategic development and regulatory oversight of the sector.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>The Health Security Se National Security Cess Bill, 2025 provides for augmentation of the resources for meeting expenditure on national security and for public health, and to levy a cess for the said purposes on the machines installed or other processes undertaken by which specified goods are manufactured or produced and for matters connected therewith.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>The Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Bill, 2025 seeks to deepen penetration, accelerate growth and development of the insurance sector and enhance ease of doing business.<\/strong><\/span><\/li>\n<\/ol>\n<ol style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>The Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India Bill, 2025 provides for the promotion and development of nuclear energy and ionising radiation for nuclear power generation, application in healthcare, food, water, agriculture, industry, research, environment, innovation in nuclear science and technology, for the welfare of the people of India, and for robust regulatory framework for its safe and secure utilisation and for matters connected therewith.<\/strong><\/span><\/li>\n<\/ol>\n<ol style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>The Viksit Bharat \u2013 Guarantee for Rozgar and Ajeevika Mission (Gramin): VB \u2013 G RAM G Bill, 2025 provides for establishment of a rural development framework aligned with the national vision of Viksit Bharat @2047, by providing a statutory guarantee of one hundred and twenty-five days of wage employment in every financial year to every rural household whose adult members volunteer to undertake unskilled manual work; to promote\u00a0 empowerment, growth, convergence and saturation for a prosperous and resilient rural Bharat; and for matters connected therewith.<\/strong><\/span><\/li>\n<\/ol>\n<ol style=\"font-weight: 400; text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong><u>Bills referred to Joint\/Select\/Standing Committees during January-December, 2025<\/u><\/strong><\/span><\/li>\n<\/ol>\n<table>\n<tbody>\n<tr>\n<td><span style=\"color: #3366ff;\"><strong>Sl. The portal, upgraded to NYPS 2.0 to enable participation of educational institutions, groups and individual citizens of the country, particularly from remote and rural areas, has recorded over 1,800 institutional registrations, more than 260 group participations, and over 15,800 individual participations during the period from 1<sup>st<\/sup>\u00a0January, 2025 to 10<sup>th<\/sup>\u00a0December, 2025.<\/strong><\/span><\/p>\n<ol style=\"text-align: justify;\" start=\"12\">\n<li style=\"font-weight: 400;\"><span style=\"color: #3366ff;\"><strong>Activities Undertaken by the Hindi Section from January to December, 2025<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>In order to ensure proper implementation of the Official Language Policy, the Official Languages Act, 1963 and the rules framed thereunder, as well as to carry out translation work, a Hindi Section has been established in the Ministry.<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>To ensure effective implementation of the Official Language Policy, an Official Language Implementation Committee has been constituted in the Ministry. During the period under report, four meetings of the Committee were held on 28 March, 27 June, 25 September and 11 December, 2025.<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>For providing advice on matters relating to the progressive use of Hindi and implementation of the Official Language Policy, a Hindi Salahkar Samiti is constituted in the Ministry. During the period under report, a meeting of the Hindi Salahkar Samiti was held on 22 August, 2025.<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>To ensure compliance with the provisions of the Official Languages Act and the Official Languages Rules and to maintain continuous monitoring of the implementation of provisions relating to the use of Hindi, inspections of various Sections of the Ministry are carried out. During the period under report, inspections of 11 Sections were conducted.<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>\u201cHindi Pakhwada\u201d was observed in the Ministry from 14 to 30 September, 2025. During the Pakhwada, various competitions were conducted. The closing ceremony of Hindi Pakhwada was held on 30 September, 2025, during which prizes were awarded to the winners of various competitions. A total of 48 officers\/officials were awarded prizes.<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>To promote the use of Hindi in official work, four Hindi workshops were conducted during the period under report. The first workshop was held from 13\u201314 January, 2025, the second on 24 February, 2025, the third from 28\u201329 August, 2025 and the fourth from 1\u20132 September, 2025. Through these workshops, 28 officials were imparted training in noting and drafting in Hindi.<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>For the promotion and propagation of Hindi in the Ministry, two Hindi seminars were also organized during the period under report. The first seminar was held on 19 September, 2025 and the second on 9 October, 2025. Through these seminars, 16 officials were provided practical training on various aspects related to official work in Hindi, thereby further strengthening the use and promotion of Hindi in the Ministry.<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>On the occasion of the International Day of Yoga, a Yoga Workshop was organized in the Ministry on 11 June, 2025. In the workshop, Dr. Ramesh Kumar, Sahayak Yogacharya from Shri Lal Bahadur Shastri National Sanskrit University, imparted yoga training.<\/strong><\/span><\/p>\n<ol style=\"text-align: justify;\" start=\"13\">\n<li style=\"font-weight: 400;\"><span style=\"color: #3366ff;\"><strong>SWACHHATA PAKHWADA, 2025<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>As part of the Government of India\u2019s Swachh Bharat Mission, the Ministry of Parliamentary Affairs observed\u00a0<em>Swachhata Pakhwada<\/em>\u00a0from 16 to 30 April 2025 in accordance with the calendar issued by the Cabinet Secretariat. The observance commenced with the administration of the Swachhata Pledge by the Secretary, Ministry of Parliamentary Affairs, to all officers and staff. A range of activities were undertaken during the fortnight, including intensive cleanliness drives in office premises, review and weeding out of old physical files, identification and disposal of obsolete items and e-waste, cleaning of electrical fittings, whitewashing and general maintenance of office spaces, and placement of indoor plants to promote a clean and green work environment. Senior officers conducted inspections of sections, and best-performing sections were recognized during the closing ceremony. The initiative reinforced the importance of cleanliness, sustainability, and digital hygiene as integral to efficient government functioning.<\/strong><\/span><\/p>\n<ol style=\"text-align: justify;\" start=\"14\">\n<li style=\"font-weight: 400;\"><span style=\"color: #3366ff;\"><strong>SWACHHATA HI SEVA (SHS) CAMPAIGN 2025<\/strong><\/span><\/li>\n<\/ol>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The Ministry of Parliamentary Affairs actively participated in the nationwide\u00a0<em>Swachhata Hi Seva (SHS)\u20132025<\/em>\u00a0campaign observed from 17 September to 2 October 2025. The campaign began with the Swachhata Pledge administered by the Secretary, Ministry of Parliamentary Affairs, followed by the implementation of a structured day-wise action plan. Key activities included special cleanliness drives and Shramdaan, promotion of green initiatives through distribution of indoor plants, employee engagement programmes such as Rangoli-making competition, health check-ups and felicitation of Safai Mitras, and a formal closing ceremony. A major highlight was the \u201cEk Ghanta \u2013 Ek Din \u2013 Ek Saath Shramdaan\u201d programme organized at Jain Happy School, Gole Market, led by the Union Minister of Parliamentary Affairs, along with sapling plantation under the \u201cEk Ped Maa Ke Naam Abhiyan\u201d. Following a preparatory phase for identification of pending references, obsolete records, and redundant materials, the Ministry undertook an intensive implementation phase that resulted in the clearance of 100% of identified pendencies. Comprehensive cleanliness drives were carried out across all sections, obsolete materials and e-waste were disposed of in accordance with environmental norms, and greater reliance was placed on digital platforms such as e-Office, e-HRMS, NeVA, OAMS, and other management systems. The campaign significantly advanced paperless governance, improved administrative efficiency, and strengthened record management practices. The Ministry also leveraged social media for outreach and transparency, showcasing inspections and progress under the campaign. The programme was attended by the Minister of State for Parliamentary Affairs, Secretary, Additional Secretary, and officers and staff of the Ministry, and was held in conjunction with the inaugural ceremony organized by the Ministry of Culture at the Indira Gandhi Indoor Stadium. Addresses by senior officers and the Minister of State highlighted the historical, cultural, and patriotic significance of\u00a0<em>Vande Mataram<\/em>\u00a0as a symbol of national unity and inspiration during the freedom struggle and beyond.
