He had a distinguished four-decade parliamentary career, was elected nine times to the Lok Sabha and twice to the Rajya Sabha.\u00a0Rising from humble beginnings in Gwalior to India&#8217;s highest office, he received the Padma Vibhushan in 1992 for his selfless dedication to the nation and was conferred with Bharat Ratna, India\u2019s highest civilian honour, in 2015.<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Shri Atal Bihari Vajpayee championed democratic ideals, women&#8217;s empowerment, and social equality. As Prime Minister, he prioritised good governance and economic development\u2014building national highways, rural roads, expanding telecom, and improving infrastructure.\u00a0His legacy continues to guide India&#8217;s vision and focus on transparency, accountability, and efficient, citizen-centric service delivery.\u00a0Named \u201cBest Parliamentarian\u201d in 1994, the citation praised him as \u201ca multi-faceted personality\u201d whose work consistently reflected an unwavering commitment to nationalism. Building on this vision, the Government of India measures and promotes good governance systematically across the nation.<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Good governance is\u00a0<em>participatory, consensus oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive, and follows the rule of law<\/em>, according to the United Nations.<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Measuring Good Governance<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Good Governance Index<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The Department of Administrative Reforms and Public Grievances (DARPG) introduced the Good Governance Index on December 25, 2019, to\u00a0evaluate governance performance across states and union territories and encourage improvements. Good governance is crucial for the welfare of citizens, inclusive development and the country&#8217;s economic transformation.\u00a0The Index identifies 10 key sectors.\u00a0Governance performance across these sectors is\u00a0measured in terms of 58 indicators\u00a0designed keeping citizen-centricity in mind.<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Categorisation of States and Union Territories<\/strong><\/span><\/p>\n<p style=\"font-weight: 400; text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Given wide disparities in geography, population, and development levels, DARPG categorised states and union territories into four groups for fair comparison.
