A wide spectrum of\u00a0reforms-from\u00a0digital transformation to\u00a0civil services capacity\u00a0building,\u00a0tribunal modernization,\u00a0citizen-centric services,\u00a0and\u00a0nationwide\u00a0employment generation-marked an\u00a0impactful\u00a0year,\u00a0aligned\u00a0with\u00a0the\u00a0vision\u00a0of Viksit\u00a0Bharat\u00a0@2047.<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>DoPT&#8217;s\u00a0achievements during this\u00a0period reflect\u00a0a\u00a0whole-of-government\u00a0focus\u00a0on efficiency, transparency,\u00a0and service orientation,\u00a0furthering\u00a0the\u00a0commitment of\u00a0the Hon&#8217;ble Prime\u00a0Minister toward responsive and\u00a0future-ready\u00a0governance.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<ol start=\"2\">\n<li><span style=\"color: #3366ff;\"><strong>Rozgar Mela -National Employment Facilitation<\/strong><\/span><\/li>\n<li>\n<ol>\n<li><span style=\"color: #3366ff;\"><strong>Overview of the Initiative<\/strong><\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>The Rozgar\u00a0Mela\u00a0initiative, launched\u00a0nationwide in\u00a0October\u00a02022,\u00a0continued\u00a0to\u00a0serve\u00a0as a\u00a0major platform\u00a0for expanding employment opportunities across Central Ministries,\u00a0Departments, Public\u00a0Sector Undertakings,\u00a0Autonomous\u00a0Bodies,\u00a0and\u00a0Union Territories.\u00a0Over a\u00a0three-year period,\u00a0the\u00a0campaign\u00a0facilitated\u00a0the\u00a0distribution of approximately eleven\u00a0lakh\u00a0appointment\u00a0letters.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>\n<ol start=\"2\">\n<li><span style=\"color: #3366ff;\"><strong>Rozgar\u00a0Melas\u00a0Held During 2025<\/strong><\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>Three\u00a0national-level\u00a0Rozgar\u00a0Melas\u00a0were\u00a0organised\u00a0during 2025.\u00a0The fifteenth\u00a0and sixteenth\u00a0Rozgar\u00a0Melas,\u00a0held in\u00a0April and\u00a0July\u00a0respectively, took place across forty-seven\u00a0locations\u00a0each and collectively resulted\u00a0in\u00a0the distribution of more\u00a0than fifty-one\u00a0thousand appointment\u00a0letters\u00a0at each round.\u00a0The\u00a0seventeenth\u00a0Rozgar\u00a0Mela, conducted\u00a0in\u00a0October at\u00a0forty locations,\u00a0similarly\u00a0issued more than fifty-one thousand\u00a0appointment\u00a0letters. The Hon&#8217;ble Prime\u00a0Minister addressed\u00a0the\u00a0appointees virtually\u00a0and\u00a0through a recorded\u00a0message,\u00a0underscoring the continuing\u00a0priority\u00a0accorded to youth empowerment and accelerated\u00a0recruitment.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<ol start=\"3\">\n<li><span style=\"color: #3366ff;\"><strong>Pe1\u00b7sonnel Policy Decisions and Recruitment System Reforms<\/strong><\/span><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li>\n<ol>\n<li><span style=\"color: #3366ff;\"><strong>Staff Selection Commission<\/strong><\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>The\u00a0Staff Selection Commission completed a\u00a0major\u00a0transition to a fully electronic dossier system during 2025, enabling Ministries and\u00a0Departments\u00a0to download verified candidate documents\u00a0directly\u00a0without physical\u00a0movement\u00a0of\u00a0files. Aadhaar-based\u00a0verification\u00a0at\u00a0both\u00a0application and examination\u00a0stages\u00a0improved\u00a0integrity and\u00a0strengthened\u00a0deterrence against\u00a0impersonation. The unbundling\u00a0of\u00a0examination services separated\u00a0test\u00a0development from\u00a0test\u00a0conduct, thereby reinforcing fairness. Candidate communication\u00a0processes\u00a0were\u00a0improved<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\">\n<div class=\"WordSection3\" style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>through the launch\u00a0of SSC&#8217;s\u00a0official\u00a0&#8216;X&#8217;\u00a0social\u00a0media handle and through the\u00a0operational grievance\u00a0portal\u00a0and\u00a0helpdesk.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>\n<ol start=\"2\">\n<li><span style=\"color: #3366ff;\"><strong>Union\u00a0Public Service Commission<\/strong><\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>UPSC launched the Aadhaar-enabled One-Time Registration\u00a0system\u00a0in July\u00a02025, allowing candidates\u00a0to maintain\u00a0a unified,\u00a0digitally\u00a0authenticated\u00a0profile\u00a0for\u00a0multiple\u00a0examinations.\u00a0The Pratibha\u00a0Setu\u00a0portal expanded its\u00a0reach\u00a0during the\u00a0year,\u00a0making the\u00a0examination\u00a0performance\u00a0details of\u00a0more\u00a0than thirteen\u00a0thousand non-recommended\u00a0candidates available\u00a0to\u00a0one\u00a0hundred fifty-nine registered organisations. The platform\u00a0supported\u00a0the Employees&#8217;\u00a0State\u00a0Insurance\u00a0Corporation\u00a0in\u00a0recrniting\u00a0four hundred fifty-one Insurance Medical Officers.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<ol start=\"4\">\n<li><span style=\"color: #3366ff;\"><strong>Central Administrative Tribunal<\/strong><\/span><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li>\n<ol>\n<li><span style=\"color: #3366ff;\"><strong>Access, Infrastructure and Regional Outi\u00b7each<\/strong><\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>The\u00a0Central\u00a0Administrative Tribunal\u00a0widened access to\u00a0litigants through\u00a0circuit sittings,\u00a0including the Hyderabad Bench\u00a0sitting\u00a0in\u00a0Vijayawada\u00a0on 17 Febrnary\u00a02025.\u00a0Two major infrastructure projects\u00a0were completed during\u00a0the\u00a0year: the\u00a0inauguration of\u00a0a\u00a0new\u00a0court-cum-office\u00a0complex\u00a0in Lucknow on 14 April\u00a02025 and\u00a0the inauguration\u00a0of an upgraded complex\u00a0in Guwahati\u00a0on 2\u00a0August\u00a02025.\u00a0These\u00a0facilities strengthened\u00a0the Tribunal&#8217;s ability to\u00a0deliver timely\u00a0and citizen-friendly adjudication.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>\n<ol start=\"2\">\n<li><span style=\"color: #3366ff;\"><strong>Case Disposal and Digital Reforms<\/strong><\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>By\u00a0September 2025,\u00a0the Tribunal had disposed of 9,09,452\u00a0cases\u00a0out\u00a0of a total\u00a0of\u00a09,78,554, achieving\u00a0a\u00a0disposal rate\u00a0of\u00a092.94\u00a0percent. Disposal rates remained\u00a0above one\u00a0hundred percent\u00a0for three consecutive years,\u00a0reflecting the Tribunal&#8217;s sustained efficiency.\u00a0The\u00a0Advance Case\u00a0Information\u00a0System\u00a0improved\u00a0case\u00a0management\u00a0through e-filing, SMS\u00a0notifications, real-time tracking,\u00a0and virtual\u00a0hearing\u00a0capabilities.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>\n<ol start=\"3\">\n<li><span style=\"color: #3366ff;\"><strong>Annual Conference and Strengthening of Adjudication Capacity<\/strong><\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>The tenth All-India\u00a0CAT Conference was\u00a0held\u00a0on 20 September 2025 at\u00a0Bharat\u00a0Mandapam and was\u00a0inaugurated by the Hon&#8217;ble\u00a0Chief\u00a0Justice of India. PFMS integration improved financial\u00a0work.flows, and\u00a0more than\u00a0two thousand\u00a0five hundred reimbursement claims\u00a0were\u00a0processed\u00a0electronically. Multiple work.flow-creation workshops\u00a0facilitated\u00a0system adoption across Ministries and\u00a0Departments.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<ol start=\"6\">\n<li><span style=\"color: #3366ff;\"><strong>Training and Capacity Building<\/strong><\/span><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li>\n<ol>\n<li><span style=\"color: #3366ff;\"><strong>Assistant Secretary Programme<\/strong><\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>The Assistant\u00a0Secretary\u00a0Programme\u00a0continued\u00a0to\u00a0offer structured exposure\u00a0to the functioning of the Union Government for newly inducted IAS officers.\u00a0Since\u00a0its inception in\u00a02015, a total\u00a0of one thousand five hundred\u00a0eighty\u00a0officers have participated. During\u00a0their attachment, officers worked on\u00a0Ministry-specific problem\u00a0statements\u00a0involving\u00a0analytical\u00a0reviews,\u00a0stakeholder consultations, examination\u00a0of data, and formulation of\u00a0actionable solutions.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>6.2\u00a0Mission Karmayogi and iGOT Karmayogi<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>Mission\u00a0Karmayogi progressed\u00a0significantly\u00a0during\u00a02025.\u00a0Karmayogi Bharat,\u00a0the\u00a0implementing\u00a0SPV, was recognised by NCVET as a\u00a0dual-category\u00a0awarding\u00a0body,\u00a0enabling certification oflearners\u00a0on\u00a0the\u00a0iGOT platform. The\u00a0organisation supported\u00a0nationwide training on the new\u00a0criminal\u00a0laws,\u00a0conducted workshops on\u00a0Public-Private Partnerships,\u00a0and guided States\u00a0in preparing AI-assisted\u00a0capacity-building\u00a0plans. The District Karmayogi Programme\u00a0was\u00a0launched in\u00a0Gujarat with a focus on\u00a0frontline\u00a0service\u00a0delivery. A\u00a0delegation\u00a0from the Royal\u00a0Civil Service Commission of\u00a0Bhutan\u00a0visited\u00a0India for\u00a0a\u00a0programme\u00a0on workforce planning.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>The iGOT Karmayogi platform\u00a0expanded\u00a0to 1.42\u00a0crore users and offered 3,839 courses\u00a0in\u00a0several\u00a0languages. More than 6.18\u00a0crore course completions were recorded.\u00a0Eighty-six\u00a0Ministries and\u00a0Departments published their Annual\u00a0Capacity\u00a0Building Plans,\u00a0and the\u00a0platform&#8217;s\u00a0role was acknowledged\u00a0in the Economic\u00a0Survey.\u00a0The introduction\u00a0of\u00a0iGOT-AI\u00a0enhanced personalised\u00a0learning pathways. From the\u00a02025-26 cycle\u00a0onward, prescribed\u00a0course completions and assessments\u00a0form part\u00a0of\u00a0APARs.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>\n<ol start=\"3\">\n<li><span style=\"color: #3366ff;\"><strong>Capacity\u00a0Building Commission<\/strong><\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>The\u00a0Capacity\u00a0Building\u00a0Commission advanced\u00a0major initiatives including the\u00a0Viksit\u00a0Panchayat Initiative, the DAKSH\u00a0and\u00a0DAKSH\u00a02.0\u00a0programmes for\u00a0senior CPSE\u00a0leadership,\u00a0and Samuhik<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\">\n<div class=\"WordSection5\" style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>Charcha, which promoted collaborative\u00a0learning\u00a0across government systems. A\u00a0national\u00a0workshop with State Administrative\u00a0Training Institutes\u00a0supported\u00a0the development\u00a0of State Capacity\u00a0Building Plans\u00a0and strengthened\u00a0institutional\u00a0capabilities.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>\n<ol start=\"4\">\n<li><span style=\"color: #3366ff;\"><strong>Civil\u00a0Services Training\u00a0Ecosystem<\/strong><\/span><\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>NSCSTI 2.0\u00a0introduced\u00a0enhanced standards\u00a0for\u00a0the accreditation of training\u00a0institutions,\u00a0aligned with the Mission\u00a0Karmayogi\u00a0competency\u00a0model. ISTM\u00a0operationalised\u00a0its AI-enabled\u00a0chatbot to provide training support.\u00a0The Rashtriya\u00a0Karmayogi\u00a0Janseva Programme\u00a0trained officers, master\u00a0trainers,\u00a0and frontline employees across Ministries.\u00a0Land\u00a0acquisition workshops were conducted across several States.\u00a0During\u00a0FY 2025-26, a\u00a0total\u00a0of 2,216 State Category\u00a0Training Programmes\u00a0and 245\u00a0Trainer Development Programmes\u00a0were approved, with significant progress in\u00a0implementation.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>6.5\u00a0LBSNAA Programmes<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #3366ff;\"><strong>The Lal Bahadur\u00a0Shastri National Academy of Administrationconducted role-specific\u00a0training programmes in\u00a0areas\u00a0including\u00a0municipal governance and renewable energy.
