This is in line with its vision of becoming a developed nation by 2047 and achieving Net Zero by 2070.\u00a0 In this transition, Green hydrogen, has emerged as a clean, scalable fuel alternative that can decarbonize hard-to-abate sectors, reduce import dependence on fossil fuels, and support India\u2019s goals for energy security and industrial growth.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The Indian government launched\u00a0the National Green Hydrogen Mission (NGHM)\u00a0in 2023, as an umbrella programme that aims to establish a Green Hydrogen ecosystem and catalyse a systemic response to the opportunities and challenges in this sector.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Objectives<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The Mission represents\u00a0more than an energy initiative; it is a\u00a0strategic pathway\u00a0toward industrial competitiveness, import reduction, and long-term energy security\u2014linking sustainability with self-reliance.<\/strong><\/span><\/p>\n<div style=\"text-align: justify;\">\n<p><span style=\"color: #3366ff;\"><strong>What is Green Hydrogen?<\/strong><\/span><\/p>\n<p><span style=\"color: #3366ff;\"><strong>Green Hydrogen is Hydrogen produced using renewable energy, such as solar or wind power, instead of fossil fuels. In this process water is split into hydrogen and oxygen through electrolysis, using electricity from solar panels or wind turbines. According to standards notified by Govt of India, Hydrogen made this way is considered \u201cgreen\u201d if the total emissions from the process are very low, not more than\u00a02 kg of CO\u2082 equivalent\u00a0for every\u00a01 kg of Hydrogen\u00a0produced. Green Hydrogen can also be produced by converting biomass (like agricultural waste) into hydrogen, as long as emissions remain below the same limit.<\/strong><\/span><\/p>\n<\/div>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The\u00a0National Green Hydrogen Mission (NGHM)\u00a0aims to build the capacity and ecosystem required to position India as a global leader in clean hydrogen. By 2030, the Mission will be supported by about 125 GW of new renewable energy capacity dedicated to green hydrogen production, along with investments exceeding \u20b98 lakh crore. The Mission is expected to\u00a0create over 6 lakh jobs,\u00a0reduce fossil fuel imports by more than \u20b91 lakh crore, and\u00a0avoid nearly 50 MMT of greenhouse gas emissions every year\u00a0by 2030.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" id=\"Picture_x0020_1\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image001CVF8.png\" alt=\"A blue and white poster with a blue square and a blue rectangle with a blue rectangle with a blue square with a blue rectangle with a blue square with a blue square with a blue\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>As of May 2025,\u00a019\u00a0companies have been allocated a cumulative annual production capacity of\u00a0862,000 tonnes of Green Hydrogen every year\u00a0and\u00a015 firms\u00a0have been awarded a\u00a03,000 MW\u00a0annual electrolyzer manufacturing capacity. India has also launched pilot project in steel, mobility and shipping sectors.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Sectoral Innovation &amp; Implementation Under NGHM<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Launched in January 2023, the\u00a0National Green Hydrogen Mission\u00a0has an\u00a0initial outlay of \u20b919,744 crore\u00a0till\u00a0Financial Year 2029-30.\u00a0This includes\u00a0\u20b917,490 crore\u00a0for the\u00a0Strategic Interventions for Green Hydrogen Transition (SIGHT)\u00a0programme,\u00a0\u20b91,466 crore\u00a0for pilot projects,\u00a0\u20b9400 crore\u00a0for\u00a0research and development (R&amp;D), and\u00a0\u20b9388 crore\u00a0towards other Mission components.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The\u00a0Mission focuses on four key pillars, including\u00a0policy and regulatory framework,\u00a0demand creation,\u00a0research and development &amp; innovation, and\u00a0enabling infrastructure and ecosystem development\u00a0\u2014 aimed at positioning India as a global hub for green hydrogen production, use, and export.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" id=\"_x0000_i1026\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image002AR8F.png\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>To augment the Mission\u2019s vision, the government has also launched multiple schemes to accelerate production and use of green hydrogen, promote domestic manufacturing and exports, ensure regulatory compliance, and strengthen public\u2013private partnerships.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>(i) Strategic Interventions for Green Hydrogen Transition (SIGHT) Scheme:\u00a0A financial incentive mechanism\u00a0with an\u00a0outlay of\u00a0\u20b9\u00a017,490 crore up to 2029-30 provides\u00a0incentives for the manufacturing of electrolysers that are used for production of green hydrogen.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><u>(ii)\u00a0<\/u>Development of Green Hydrogen Hubs:\u00a0In October 2025,\u00a0the Ministry of New and Renewable Energy (MNRE) has announced the recognition of three major ports Deendayal Port Authority (Gujarat), V.O. Chidambaranar Port Authority (Tamil Nadu), and Paradip Port Authority (Odisha) as Green Hydrogen Hubs under the NGHM.These coastal gateways will serve as integrated centres for production, consumption, and future export.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong><img decoding=\"async\" id=\"Picture_x0020_7\" src=\"https:\/\/static.pib.gov.in\/WriteReadData\/userfiles\/image\/image003UBCY.png\" alt=\"A map of india with blue and white text\" \/><\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>(iii) Standards, Certification and Safety:\u00a0Launched in April 2025, the Green Hydrogen Certification Scheme of India (GHCI) provides a national framework to certify hydrogen as\u00a0<em>\u201cgreen\u201d<\/em>\u00a0by assessing its greenhouse gas emissions across the entire production cycle. The scheme ensures that only hydrogen produced using renewable energy, and within the prescribed emission limits, can be officially labeled as\u00a0Green Hydrogen. It provides transparency, traceability, and credibility for producers, buyers, and export markets.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Under the GHCI, obtaining a \u2018Final Certificate\u2019 is\u00a0mandatory\u00a0for any green hydrogen production facility in India that (a) receives subsidies or incentives from the central or state governments, or (b) sells or uses the hydrogen domestically (in India).<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The\u00a0Bureau of Energy Efficiency (BEE)\u00a0is the\u00a0Nodal Authority\u00a0responsible for accrediting agencies that monitor and certify projects.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>(iv) Strategic Hydrogen Innovation Partnership (SHIP):\u00a0The Mission fosters public-private partnerships for R&amp;D through the Strategic Hydrogen Innovation Partnership (SHIP). It is designed to support the development of advanced, globally competitive hydrogen technologies through collaborative research involving Government institutions, industry, and academic organisations. The programme includes the creation of a dedicated R&amp;D fund with contributions from both the Government and industry. Under SHIP, consortium-based research will be encouraged to leverage the strengths of national scientific institutions such as BARC, ISRO, CSIR, IITs, IISc, and other partners. The objective is to drive innovation across the Green Hydrogen value chain and support domestic manufacturing capability.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Adedicated\u00a0\u20b9400 crore R&amp;D scheme\u00a0under the Mission is already powering 23 cutting-edge projects across areas such as hydrogen production, safety systems, storage, and industrial applications. In addition, a\u00a0\u20b9100 crore Call for Proposals\u00a0has been launched to support start-ups working on innovative technologies for hydrogen production, storage, transport and utilisation, with funding of up to\u00a0\u20b95 crore per project. These initiatives are aimed at developing globally competitive technologies and reducing costs across the hydrogen value chain.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The second round of R&amp;D proposals, launched in July 2025 focuses on collaborative research and industry participation, with over 30 joint proposals internationally submitted under the EU\u2013India Trade and Technology Council.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Pathways For Adoption<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>The roadmap is not just limited to forming policies and providing subsidies, but green hydrogen is also being introduced in key sectors to reduce emissions, supporting domestic manufacturing, and replacing fossil-based hydrogen and feedstock. The NGHM is facilitating applications across industry, mobility, and infrastructure.<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Industrial<\/strong><\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>Fertilizers:\u00a0Replacing fossil-fuel-based feedstocks with Green Ammonia. A recent auction for a long-term supply of green ammonia to fertilizer units, with an aggregate procurement capacity of 7.24 lakh metric tonnes per annum,at a price of\u00a0\u20b955.75 per kg.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Petroleum Refining:\u00a0The Mission is seamlessly facilitating the replacement of fossil-based hydrogen with green hydrogen in refineries, directly reducing the carbon footprint of this essential industry.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Steel:\u00a0Five pilot projects have been initiated in collaboration with public and private steel producers to evaluate the use of Green Hydrogen for iron reduction and other process applications. These pilots are designed to assess the technical feasibility, economic viability and safety of hydrogen-based steelmaking in Indian operating conditions.<\/strong><\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Mobility and Transport<\/strong><\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>Road Transport:\u00a0In March,\u00a0five major pilot projects were initiated\u00a0involving\u00a037 hydrogen vehicle\u00a0(buses and trucks), and\u00a09 refueling stations\u00a0across\u00a010 different routes. The vehicles to be deployed for the trial include 15 hydrogen fuel cell-based vehicles and 22 hydrogen internal combustion engine-based vehicles. The financial support for the project would be around Rs. 208 crore.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Shipping:\u00a0India\u2019s first port-based Green Hydrogen Pilot Projectwas commissioned at V.O. Chidambaranar Port in September 2025. The\u20b925 crore, \u00a010 Nm\u00b3\/hr facility will produce green hydrogen for local applications, including street lighting and an EV charging station. A\u00a0\u20b942 crore, 750 m\u00b3 Green Methanol Bunkering and Refuelling Facility\u00a0is also being developed to support cleaner maritime operations and enable a\u00a0Coastal Green Shipping Corridor between Kandla and Tuticorin.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>High-Altitude Mobility:\u00a0NTPC in November 2024was commissioned the\u00a0world&#8217;s highest altitude(3,650 m)\u00a0Green Hydrogen Mobility Project\u00a0in Leh, which includes 5 hydrogen intra-city buses and a fuelling station proving the fuel&#8217;s reliability in extreme conditions. This station shall mitigate the carbon emissions of approx. 350 MT\/year and contribute 230 MT\/year of pure oxygen into the atmosphere which is equal to planting of approx. 13000 trees.<\/strong><\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Enabling Framework:<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Beyond direct incentives, a comprehensive enabling framework is being established to de-risk investments and accelerate development.<\/strong><\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>Policy Framework:\u00a0To facilitate the delivery of low-cost renewable energy for hydrogen production, the government has provided a waiver of Interstate transmission charges and ensured a time-bound grant of Open Access.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Skill Development:\u00a0A coordinated skill development programme is being implemented, which has already led to the certification of more than 5,600 trainees in hydrogen-related qualifications, building a future-ready workforce.<\/strong><\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Building Global Partnerships<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>In 2024, India made its debut in the international hydrogen community at\u00a0the World Hydrogen Summit in Rotterdam\u00a0with the inauguration of its first India Pavilion. This positions India as a prime partner for global investment, and key partner in the emerging global hydrogen economy.<\/strong><\/span><\/p>\n<ul style=\"text-align: justify;\">\n<li><span style=\"color: #3366ff;\"><strong>EU-India Collaboration:\u00a0Under the EU-India Trade and Technology Council, collaboration is expanding, with\u00a0over 30 joint proposals\u00a0received on hydrogen production from waste.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>India-UK Partnership:\u00a0A dedicated Standards Partnership Workshop in February 2025was held to strengthen cooperation on hydrogen standardization, focusing on safe, scalable, and globally harmonized Regulations, Codes and Standards (RCS) to enhance trade.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Partnership with H2Global:\u00a0In November 2024, Solar Energy Corporation of India (SECI) signed an MoU with Germany&#8217;s H2Global Stiftung to collaborate on market-based mechanisms and joint tender designs, facilitating the export of Indian green hydrogen to international markets.<\/strong><\/span><\/li>\n<li><span style=\"color: #3366ff;\"><strong>Singapore:\u00a0In October 2025, Sembcorp Industries signed MoUs with V.O. Chidambaranar and Paradip Port Authorities to develop integrated green-hydrogen and ammonia hubs for production, storage and exports.<\/strong><\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Conclusion: A Legacy of Clean Growth<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"color: #3366ff;\"><strong>Green hydrogen stands at the center of India\u2019s clean energy strategy, driving the shift toward a low-carbon and self-reliant economy.\u00a0Building on one of the world\u2019s most competitive renewable energy bases, the\u00a0National Green Hydrogen Mission\u00a0is expanding domestic production, scaling innovation, and opening global markets for green hydrogen and its derivatives. The Mission reduces dependence on fossil fuels, accelerates industrial transformation, and positions India to lead with credibility in the global clean energy transition\u2014advancing a future that
